This article aims to assess the Integrated Development Planning (IDP) process for improved community participation. The IDP process was developed to improve strategic planning and community participation at the municipal level. Many South African municipalities have been struggling to use the IDP process to improve community participation. The methodology included 400 respondents who were chosen through a probability sampling technique and probed to complete the online survey using a closed-ended questionnaire guide, and ten respondents were also chosen through a non-probability sampling technique and were face-to-face interviewed using a semi-structured interview guide. The key findings revealed that poor community participation exists in the study area due to a lack of encouragement from responsible authorities. The Tzaneen municipality does not provide adequate feedback to the communities, and the inputs of the communities are not considered. There is a continuous lack of community consultation during the annual review of the IDP. The ineffective IDP process for improved community participation presents several challenges. Thus, this article concluded by providing a few recommendations to enhance the application of the IDP process and community participation. The Tzaneen municipal area should at all times uphold democratic principles by ensuring active public participation, transparency, and openness in municipal affairs. It also recommends making it easier for marginalised and previously disadvantaged people to participate in municipal policy and decision-making without prejudice. South African municipalities, including Tzaneen municipality, should develop and innovate institutional, and organisational capabilities to better utilise their resources, mitigate socio-economic challenges and enhance service delivery.

Background: Integrated human settlement initiatives are aimed at altering the apartheid housing patterns of the old South Africa that kept people of different races and languages apart.Aim: This article investigated how community leaders and municipal officials interact with their integrated constituencies to determine if the language(s) of communication used are unifying and are conducive for public participation in decision-making.Setting: The study was conducted at the eThekwini region in KwaZulu-Natal (KZN) in South Africa where isiZulu, an African language, is dominant in terms of the number of speakers, but English has prestige as a lingua franca.Method: The study was qualitative in that 15 participants were interviewed on their experiences, observations and perceptions of languages of communication usage in their integrated human settlement. The settlement was used as a case study and the participants were purposefully selected.Results: The findings indicated that isiZulu dominates as the preferred language of communication at meetings and in written documents where it is often presented alongside English. There were speakers of other languages that were not happy with the dominance of isiZulu.Conclusion: The dominant use of isiZulu bodes well for the promotion of African languages as they have in the past not been given the official status they deserve. However, its dominance in a multilingual environment it has the potential to make other community members feel linguistically discriminated against.Contribution: The study undertakes an interdisciplinary approach to provide a deeper understanding on the role of language in the governance of multilingual societies. It raises an awareness on the importance of finding a balance between using the dominant community language and recognising other languages to ensure full participation of all immaterial of diverse linguistic backgrounds.

In Ukraine, the system of planning the development of territorial communities at the basic level is being modernized. In particular, the preparation of a comprehensive spatial plan for the development of the territory of the territorial community has been introduced as a new tool for territory planning at the local level. The concept of integrated development of the territorial community recommended for development is considered as a means of forming initial data for the development of planning decisions. Its preparation involves broad public involvement in the planning process. The authors of the article became the developers of the concept of integrated development of the Sahuniv territorial community of the Cherkasy region of the Cherkasy district. The main questions that this article aims to answer are the following: what is the experience of developing such documents, what are the basic principles of their preparation, and what is the practical significance of the document. For this purpose, we analyze the approaches to understanding integrated development as a phenomenon, the content of its strategic planning at the local level, the place of the concept of integrated development of the territorial community in the planning system at the local level and its influence on local economic development. The article critically examines the essence and procedure of participatory strategic planning at the local level. Based on the case of the concept of integrated development of the Sahuniv territorial community, the logic of the planning process and the practice of preparing initial data for comprehensive planning of the territory of the territorial community are reflected. The importance of the document for the formation of stakeholder interaction, the involvement of the population in the management decision-making system through planning tools, the coordination of the development of individual components of the local development system, and the identification of territorial elements of integrated community development is reflected. Thus, the article defines the formation of the strategic planning system at the local level in Ukraine as a response to the change of the administrative-territorial structure in 2015-2020 and the deployment of the decentralization reform in Ukraine, and its role for the local economic development and the territorial community of the basic level as a whole, coordination of strategic planning processes for the development of territorial communities and territory development planning.
