Stakeholder Mapping as an Assessment Framework for Policy Implementation

Abstract: In this article we develop a ‘Stakeholder Mapping’ approach to ex-ante policy evaluation. The proposed framework helps to assess policy implementation activities by applying several tests to evaluate the completeness, non-redundancy, proper assignment and internal consistency of a policy design. We illustrate the method by applying it to the analysis of e-commerce policy in Iran. We conclude by assessing the strengths and weaknesses of the approach.

“…At the initial stage of a participatory cultural change endeavor, rigorous stakeholder analysis should be performed to ensure that all groups of actors are represented in a team in charge of the change process (change management team) (Scholes, 2004;Mehrizi et al, 2009). In educational organizations, such important groups of actors comprise students and teachers/lecturers, research and administrative staff, the management as well as specific external groups of stakeholders that play a powerful role as veto-actors in the inner-organizational decisionmaking in central domains of the organizational COC (e.g., school caterer, energy provider, parents, training companies).…”

“…This may or may not include those with a statutory remit, those who actively influence the course of social action, and/or those passively affected by others' actions rather than actively influencing the outcomes. There are many definitions of the term stakeholder, several of which are collected in Mehrizi et al (2009). Using these, we suggest the following inclusive definition that is relevant in a marine management context "a stakeholder is a person, organisation or group with an interest (professional or societal) or an influence on the marine environment or who is influenced directly or indirectly by activities and management decisions.…”
