Staffing needs and utilization for alternative contracting methods in highway design and construction

Abstract: PurposeThis research investigates procedures and effective practices on staffing needs and utilization for successful implementation of alternative contracting methods (ACMs) in the United Sates, including design–build (D–B) and construction manager/general contractor (CM/GC) delivery methods.Design/methodology/approachThe review of published empirical studies, a national survey of transportation agencies and case studies of highway agencies form the basis of the conclusions in this research. “…Schedule management was important for the project manager to control cost and time overruns (Fathi et al, 2020), while the choice of construction method governs the project procurement decision and influences overall project governance (Alleman et al, 2020). Furthermore, management of construction resources was important for inventory planning and project staffing (Tran et al, 2020). These three factors play a vital role in the planning and initiation phase of a project.…”

“…Furthermore, PDMs are vehicles for risk allocation that can be utilized to allocate design and construction risk between the agency, designer, and contractor ( 6 ). Subsequently, three main delivery methods are predominately endorsed by several federal agencies and STAs, including DBB, DB, and CM/GC ( 6 , 7 , 18 ).…”

“…For instance, some STAs tend to maintain pre-qualified lists of consultants, contractors, or both, that are procured to support the CR, whereas other STAs tend to use alternative project delivery methods (APDMs). The main APDMs used by STAs include design-build (DB) and construction manager/general contractor (CM/GC) (7). Although extensive research has been conducted to address CR requirements across DBB projects (1)(2)(3)(4)(5), there have been only minor efforts to address CR requirements under an alternative project delivery environment.…”
