“…In Peru, parties were required to obtain 100,000 signatures spread across one-half of the country's 25 provinces in order to gain registration. In 1993, Peru lifted the spatial requirement but quadrupled the number of required signatures to 400,000 and retained the five percent threshold to retain registration (Birnir 2004;Van Cott 2003).
