Many writers have presented Joseph Elzéar Bernier (1852–1934) as a hero whose key role in establishing Canada's sovereignty over the Arctic islands was unjustly downplayed by the government he served. According to this view, the sector claim that Bernier made on 1 July 1909 is the true foundation of Canada's title to the archipelago. This article draws on government files to assess civil servants’ attitude to his sovereignty-related activities. It also describes the role played by James White, whose more sophisticated and effective sector concept predated Bernier's and served as the basis for the official sector claim made in June 1925. The evidence indicates that government officials in the 1920s were well justified in their doubts about Bernier's pretensions. However, even though they rejected his version of the sector theory and resented the campaign of self-glorification on which he embarked after his retirement, their personal relations with him were good, and they took considerable trouble to ensure what they considered to be an appropriate degree of recognition for him. The article therefore clarifies the differences between Bernier's rhetoric and reality, particularly with regard to the sector principle.

Gabriel Harvey (1552/53–1631) was one of the most significant intellectual figures in late Elizabethan England, who helped transform the state of English public culture. Yet he is known to most readers not familiar with his work as a pompous and foolish pedant who was trounced in a pamphlet war by the more brilliant and exciting Thomas Nashe. Like Thomas Shadwell, who was successfully lampooned by John Dryden, and Lewis Theobald, who fell foul of Alexander Pope, Harvey seems doomed to languish as a figure remembered only as the butt of literary jokes. Yet his achievements are manifold. He was instrumental in transforming the role of the scholar, arguing that intellectuals should play a more vital and public role than was generally assumed; he wrote a series of important works on rhetoric and oratory demonstrating the need to frame an argument carefully and showing how an individual could make a case successfully; he was a charismatic teacher at Cambridge, where he assumed a variety of roles including university lecturer in Greek; he was a poet in English and Latin of some distinction; he was instrumental in facilitating the rise of Edmund Spenser, the most important non‐dramatic poet of the English Renaissance; he left behind a significant library, among the largest and most complete of its time, of annotated volumes, which tell us a great deal about how scholars lived and worked in Elizabethan England; and, he fought a bitter and protracted pamphlet war with Thomas Nashe, which ended his publishing career after the Bishops’ Ban of 1599.

The Cantos of Mutability have presented a problem to critics since they were appended to the 1609 edition of the Faerie Queene as a fragment entitled “Two Cantos of Mutability: Which, both for Forme and Matter, appeare to be parcell of some following Booke of the Faerie Queene, under the legend of Constancie. Never before imprinted.” We do not know how the material came into the hands of Matthew Lownes, the publisher, nor do we know when the Cantos were written or how they were intended by Spenser to be related to the Faerie Queene. In this paper I shall argue that the Cantos were written during the few weeks of Spenser's last visit to England, between the fall of 1598 and January 13, 1599, when he passed away in Westminster, and that they were intended as a brief philosophical poem to complete his otherwise fragmentary epic, the Faerie Queene.
