Spatial Planning, Territorial Development, and Territorial Impact Assessment

Abstract: This article debates the possibilities and advantages of using territorial impact assessment (TIA) policy evaluation methodologies to assess the implementation of spatial planning instruments. It builds on existing literature to define key analytical goals, dimensions, and respective components to monitor and evaluate the implementation of spatial plans, at all territorial levels, to be used as a TIA evaluation matrix. It concludes that, despite the inherent complexity associated with the process of evaluating… Show more

“…As in most cases, however, the bulk of the literature does not provide a clear distinction between the concepts of sustainable development and territorial development [35,36]. Indeed, the latter concept is also dependent on economic, social, environmental, and positive governance progress trends, as well as the implementation of sound spatial planning processes [37].…”

“…Complementing this analysis is the quantitative data related to existing CB barriers in Europe, which was used to map the areas where the post-2020 EU CBC process has the potential to reduce such barriers. The latter data was analysed via a Territorial Impact Assessment (TIA) methodology called TARGET-TIA (see Medeiros 2017Medeiros , 2019a, used in a simplified manner, with the main goal of identifying the cross-border areas where the analysed cross-border barriers are higher. It is also important to stress out that the data used to elaborate the cartography of the potential covidfencing territorial impacts in the analysed dimensions (accessibility, institutional cooperation, economic cooperation, social cooperation and cultural cooperation), is only loosely related to the reporting of the many analysed incidents of (reactions to) covidfencing.…”

“…Mackinnon & Cumbers, 2011). And even authors who recognize that 'growth is achieved through positive interactions between factors such as infrastructure provision, educational attainments, innovation and the promotion of an entrepreneurial culture' (Beer & Clower, 2019: 4), place particular emphasis on the economic dimension of development by systematically invoking the growth rationale vis-à-vis a more encompassing development and cohesion rationale (Medeiros, 2019b).…”

“…These can include economic, social, environmental, governance and spatial planning conditions. Moreover, territorial development encompasses several spatial scales, from urban to global development (Medeiros, 2019b). More widely, the territorial development context of several places, as is the case of Europe, 'is viewed as particularly diverse, requiring geographically differentiated policy responses and coordination across sectoral policies and scales of governance to ensure that the potential of individual territories is maximized' (Walsh & Allin, 2012, p.380).…”
