Spatial Planning and Urban Development

Abstract: Diverse cultural traditions and professional profiles compete within the complex, controversial field of spatial planning and urban development. Through the decades the distances between the different approaches seem to grow, without finding a coherent framework which can adequately guide planning theory and practice. International planning theory has loosened its ties with the themes of architectural and city design, and tends to face mainly procedural or communicative issues. On the other hand, several trend… Show more

“…Even despite more recent efforts to modernise spatial planning in Italy since the 1990s (Palermo and Ponzini, 2010;Cotella and Janin Rivolin, 2011;Caldarice and Cozzolino, 2019), the Italian planning system maintains its original conformative approach to the allocation of land use rights. As Carmona (2016: 708) has pointed out, these allencompassing, fine-grained forms of regulations that define from parking regulations to building and density requirements are very often 'limited in their scope, technical in their aspirations, not generated by a place-based vision, and are imposed on projects without regard to outcomes' (see also Carmona et al, 2023).…”

“…Criticism against positivist approaches to planning is not exclusive to the African city. The late twentieth-century Western planning community itself witnessed a shift towards transactive, collaborative, communicative, or deliberative planning (Hall 2002;Allmendinger and Tewdwr-Jones 2002;Palermo and Ponzini 2010), which are more concerned with enlarging the decision-making basis, building consensus around the planning process and its implementation, and focusing on "connecting with context and practice" (Watson 2008, p. 224). Nevertheless, the lack of adequate forms of governance has led to the selective development of African cities and their commodification (Simone 2004a).…”

“…NGOs and urban residents are chosen as the least effective actors by both municipality and private office planners. Palermo and Ponzini (2010) argue that different themes and scales are needed to produce good projects by encouraging a multi-method analysis and decision-making process that is still relevant today. In Turkey planning practice, we do not find a comprehensive methodology to reach the decision-making stage.…”
