In less than 20 years the housing system in China has been transformed from one based predominantly on the public provision of housing to a market-based system, to the extent that more than 80% of households in urban China are homeowners. The sheer scale of this change, compressed into such a short time, is impressive.However, the move to a commodified system has not been problem free. Indeed, the twin issues of displacement and, more generally, affordability are coming increasingly to the fore, resulting in significant policy shifts since 2010 toward the promotion of low-end housing for lower middle-and low-income groups. This article examines these issues through a detailed analysis of the implementation of the indemnificatory housing policy in Nanjing, and highlights the complex and often contradictory nature of this policy in practice.

Shanghai and Chongqing: the "province-level cities" as territorial strategies of the state in the Chinese economy MAP | REVISTA MUNDO ASIA PACÍFICO 6 AbstractThe territorial configuration of power relations in China is crucial to understand the processes that underpin economic and social changes. The complex and unstable political geography of China includes an administrative unit called 'province-level city', which the bulk of the scholars have wrongly translated as 'municipalities'. These territories are directly managed by the central government as spaces for testing economic strategies or for developing national infrastructural projects. This paper will discuss the financial and corporate institutional framework for infrastructure development of Shanghai and the establishment of Chongqing as administrative territory for developing the 'Three Gorges Dam', as spatial territorial strategies the Chinese central government has designed to govern economic processes. ResumenLa configuración de relaciones de poder en los territorios administrativos de China es fundamental para entender los cambios en los procesos económicos y sociales. Dentro de la compleja e inestable geografía política de China, las "ciudades a nivel provincia" (直辖市zhixiashi) se caracterizan por ser los únicos territorios administrados directamente por el gobierno central, siendo recipientes de estrategias económicas y proyectos de infraestructura fundamentales para la economía del país. Este artículo discutirá la reforma de las empresas paraestatales de desarrollo de infraestructura en Shanghái y su aplicación en la ciudad de Chongqing, así como la construcción de la presa de las Tres Gargantas, para mostrar la manera en la cual el gobierno central chino establece y administra las "ciudades a nivel provincia" como estrategias territoriales para controlar procesos económicos.

This paper argues that new rounds of socioeconomic reforms in post-1949 China, each with their distinct geographical expressions, constitute a complex palimpsest rather than a straightforward process of historical succession. Drawing on a review of extensive empirical evidence, the paper complicates two dichotomous portrayals of socioeconomic 'transition' in China, namely centralization and egalitarianism (the Mao era) and decentralization and uneven development (the postMao era). It demonstrates these binaries cannot adequately explain the post-Mao economic 'miracle' when decentralized governance and uneven development also characterized the Mao era. The paper concludes that decentralized governance and uneven development are not antithetical to the quest for perpetual CPC rule; just as the Mao administration strategically blended centralizing mechanisms with instituted uneven development to consolidate its power, the post-Mao regimes are repurposing Mao-era regulatory techniques to achieve the same objective.Key words: China; regulation; socioeconomic transition; uneven development; decentralization; centralization ! 1!
