“…Although the burgeoning field of IDC was structured around this doxa, it was challenged from inside by Southern countries keen to assert two new modes of development cooperation: Technical Cooperation among Developing Countries and Economic Cooperation among Developing Countries, both under the umbrella of SSC, as discussed below. “…La CSS genuina, como proyecto de construcción de coaliciones para el cambio de las reglas de juego internacionales (SIDIROPOULOS et al, 2012, p. 5;ESTEVES, ASSUNÇAO, 2014, p. 1778BESHARATI et al, 2015, p. 44;DOMÍNGUEZ, 2016a, p. 82), tiene no sólo orígenes afroasiáticos (Conferencia de Bandung, 1955), sino también latinoamericanos, como también lo fueron los orígenes de la cooperación internacional para el desarrollo (DOMÍNGUEZ, 2016b). La CSS nació en la región a la sombra de las frustraciones latinoamericanas durante las conferencias interamericanas de la postguerra -que culminaron con la propuesta de la Operación Panamericana del presidente brasileño Juscelino Kubitschek en 1958(FERNÁNDEZ-SHAW, 1960) -y con el insumo institucional y teórico de la CEPAL (creada en 1948), bajo el liderazgo y magisterio de su Secretario Ejecutivo, Raúl Prebisch (1949). En ese sentido, es necesario recuperar los orígenes latinoamericanos de la CSS, porque, como señala un destacado operador histórico y teórico de la misma, "fue la CEPAL, liderada por Raúl Prebisch, la que puso la primera piedra fundacional de la CSS" (GOSOVIC, 2016, p. 733) 8 .…”
