The predominant reliance on buses, particularly by low-income commuters, has made the bus transportation industry one of the most pivotal contributors to the domestic economy. Therefore, as the single largest public bus transportation service provider in Sri Lanka, SLTB’s ability to generate higher volumes of output by employing fewer inputs is increasingly crucial. However, SLTB is a state-owned enterprise that has been criticised for its inefficient factor productivity for a long time. Such allegations against the leading transport service provider of the country would raise serious economic concerns. Thus, this study attempted to examine SLTB’s labour productivity in its physical dimensions as reflected through the elasticity of output on labour inputs to determine the underlying causes for any inefficiency in the utilisation of labour in the organisation. The scale and evolution of elasticities of output of SLTB’s operations on labour inputs between 2011 and 2019 were subject to econometric scrutiny in this study. The results of the study revealed that the SLTB’s elasticity of output on labour inputs has been negative at the overall national level. However, a favourable evolution of the elasticity of output on labour could be observed over the years. The results also revealed the presence of significant differences in region-specific effects on the elasticity of output on labour inputs compared to the national level, indicating that different regions have different labour productivity levels.

Does Transportation Infrastructure Construction Enhance Enterprise Innovation Resilience in China?

With increasing uncertainty and ambiguity in the external business environment, the risks and challenges faced by enterprises also increase accordingly; resilience has become a necessary characteristic for the evolution and upgrading of enterprise innovation systems, and improving enterprise innovation resilience becomes the key for enterprises to establish sustainable competitive advantages and achieve sustainable development. Based on the panel data of Chinese listed companies and cities, we employ the common factor method to measure enterprise innovation resilience and explore the impact of transportation infrastructure construction on enterprise innovation resilience. The results reveal that, firstly, enterprise innovation resilience shows an overall upward trend, but there is a certain degree of temporal–spatial and industrial disparity. Secondly, transportation infrastructure construction, represented by HSR opening, can significantly improve enterprise innovation resilience. However, this effect performs the following heterogeneity: (1) Regionally, the promotion effect is more obvious in eastern regions, central cities, and non-central cities within 107 km and 764 km away from the central city. (2) For enterprises, compared to state-owned enterprises and non-high-tech industries, transportation infrastructure construction has a greater effect in non-state-owned enterprises and high-tech industries. (3) The higher the degree of centrality and closeness centrality, the more obvious the promotion effect of transportation infrastructure construction. Finally, mechanism tests show that enterprise resource acquisition and resource allocation abilities are important channels for transportation infrastructure construction, to enhance enterprise innovation resilience.

The U.S. inland waterway system has played a critical role in promoting economic growth by efficiently transporting agricultural and manufacturing commodities along major riverine systems, such as the Mississippi River. However, the system faces escalating challenges due to the growing disruptions caused by climate change. For instance, the drought of the Mississippi River during the fall of 2022 resulted in an unprecedented increase in barge shipping rates. While the industry generally recognizes that climate change can significantly impact agricultural supply chains, it remains unclear how various environmental factors, including changes in water levels and temperature, affect inland waterway operations. This study aims to fill this research gap by conducting an empirical assessment of the impact of climate change-related factors on the operations of the inland waterway system in the Upper Mississippi—Illinois River Region. Unlike previous studies using conventional regression analysis, this study investigates the nonlinear relationship between changes in barge shipping rates and various environmental factors using the Gradient Boosting Decision Trees machine-learning method. Our analysis identifies the 29 ft gage height as a pivotal threshold influencing barge rates; rates tend to rise as the gage height decreases, and surpassing this threshold can also lead to increased shipping rates. This new approach enhances the model’s predictive capacity, allowing for a better understanding of the nonlinear effects of climate change on barge rates and productivity. It also enables planners and operational agencies to better understand the uncertainty of environmental conditions on the variations in barge rates and productivity performance. These findings provide valuable insights for decision-makers to understand the threshold effect of environmental conditions on inland waterway operations and facilitate the creation of effective adaptive strategies to mitigate future risks and consequences of climate change-induced disruptions.
