“…First, the analysis of marine environmental regulation strategies based on evolutionary game theory, which mainly focuses on four levels-the environmental regulation strategy between governments (Wei, 2020), the environmental behavior of governments and enterprises (Du et al, 2021), the environmental behavior of governments and individual stakeholders (Ding et al, 2021), and the game of multiple interests of various subjects related to the process of environmental regulation (Wan et al, 2021;Xu et al, 2021). Second, from the perspective of marine pollution sources, scholars have proposed that the main factors of marine pollution include land-based pollution , ship oil spill pollution (Cross, 1992), oil exploration (Xie et al, 2014), and marine accidents (Bailly du Bois et al, 2012).
