The paper analyzes the scientific works and elaborates the technological aspects and significance of the unique system of organic agriculture of the outstanding scientist-innovator, Hero of Ukraine Semen Antonets. It is emphasized that the Poltava agrarian and scientist Semen Antonets, back in the 70s of the last century, formed philosophical approaches in the field of nature management based on the principles of harmony with the natural environment, due to the implementation of the organic farming system as a method of non-traditional land use. The eco-philosophical orientation and special ecological ethics of the life path and heritage of the famous agrarian, scientist Semyon Antonets, which correspond to the teachings of V. Vernadskyi, the philosophy of H. Skovoroda, H. Skolimovski, and A. Ness, are determined. It has been proven that Semen Antonets proved the truth of the ecological conclusions he defined with fifty years of practical experience, the real implementation and existence of organic farming in the enterprise "Agroecology" of the Poltava region, which has not used chemical substances and mineral fertilizers since 1978. It is emphasized that the paradigm of organic agriculture of Semyon Antonets develops ecophilosophical teaching, contributing to an ecological worldview and universal ecological humanism and thinking. The need for legal protection of organic farming enterprises, and especially the lands of the Agroecology State Enterprise, and their preservation for future generations, has been elaborated.

The purpose of the article is to substantiate the need for comprehensive legislative, organizational and financial support of the market circulation of agricultural lands, as an important factor in the competitive development of the agricultural complex of Ukraine. Research methodology. In the process of research were used: general and special methods of scientific knowledge - in the system of land relations; logical method - to determine socio-economic trends; systematic approach, observation, specification, analogy - to determine the procedure for assessing and market value of land resources and areas for improvement of land legislation. Results of the research. It is proved that the development of land reform would not lead to the land market and attract investment in the country's economy. The buyers of the land would actually be the tenant farmers, who will never give the highest price. The necessity of revision of methods for determining estimates of normative value of land is substantiated, development of the legislative basis for the control over the vicarious lands. In the process, it has been established that the main buyer of the land is a power as the most powerful owner and manager. The country will try to force the state policy and legislate the base can easily be done with a land asset that will trim the majestic incomes to the budget, and by themselves, will save the skin of the bulk of Ukraine. For all, only the will of the people and the bazhanya of pratsyuvati to the land are needed. For the sake of the transfer of the State Land Bank, the regulation of land management in Ukraine, the development of the national infrastructure of geospatial data, and the unified methodology of the normative penny assessment of lands were transferred. Elements of scientific novelty. A systematic substantiation of the ways of further development of land reform in Ukraine has been obtained. Practical significance. The results of the study can be used in the development of legislation on the land market, regulation of market turnover of agricultural land, deepening research, use in the educational process and in the practice of government agencies and agricultural enterprises.

The article identifies one of the main elements of the Dnipro River basin rehabilitation through the cessation of herbicides, pesticides and mineral fertilizers, prevention of corn, sunflower, rapeseed, soybeans monoculture and organic farming expansion, arable land conservation and natural fodder lands, forests and meadow-marsh complexes and natural systems expansion. It has been shown that the state regulatory policy and environmental management standards should facilitate agricultural enterprises that implement and conduct organic farming. The paper also identifies the main aspects and factors that characterize the economic environment, the economic benefits of using ecological organic rent (monopoly), a special business environment for the formation of prices for organic products and the introduction of environmental marketing. Studies of the conditions for environmentally sustainable management in agriculture have identified the main link - the need for organic farming with a significant potential for water accumulation and increasing the natural fertility of rehabilitated land. A particularly important aspect is the price component, which is based on the uniquely created monopoly rent of organic farming and the special demand and inelastic supply. The above should be taken into account in the system of strategic management, program development of environmental relations and rehabilitation (revitalization) of the lands of the Dnipro river basin. The system of forming a healthy environment in the Dnipro basin, on the lands of enterprises engaged in organic farming, should take into account the environment of activity, the interaction of many factors with regard to ecological and economic goals, restrictions and development programs. The article presents the developed structural and logical scheme of strategic development of organic farming on the lands of the Dnipro basin. The above, by contributing to the expansion of the spatial basis of organic farming in the formation of the State strategic basin management with the aim of improving the Dnipro basin, ensures sustainable development and revitalization of water resources.
