Pokhara is one of the most naturally beautiful cities in the world with a unique geological setting. This important tourist city is under intense pressure from rapid urbanization and population growth. Multiple hazards and risks are rapidly increasing in Pokhara due to unsustainable land use practices, particularly the increase in built-up areas. This study examines the relationship among urbanization, land use/land cover dynamics and multiple hazard and risk analysis of the Pokhara valley from 1990 to 2013. We investigate some of the active hazards, such as floods, landslides, fire, sinkholes, land subsidence and earthquakes, and prepare an integrated multiple hazard risk map indicating the highly vulnerable zones. Land use and land cover maps from 1990 and 2013 from Landsat images (30 m resolution) have been prepared and analyzed for the spatial dynamics of urbanization and the transition of land use and land cover. In the 23-year period, the built-up area more than doubled from 24.03 km² to 54.20 km². Although the landscape in the urban, peri-urban and rural areas appears to be fragmented, different drivers play pivotal roles in landscape change in these areas. The results provide OPEN ACCESSLand 2015, 4 958 substantial information for establishing innovative action plans for disaster risk management in the valley. Recommendations are made for the most suitable places for future urban expansion in the valley. This study is important for raising awareness among policy makers and other public officials to include multiple hazard risk mitigation in land use policies and plans. Establishing connections between urban expansions, escalating population growth and multiple hazards and risk assessment will also improve in modelling the latent impact of future catastrophes and emergency preparedness.

resumen | Para la Región Metropolitana de Santiago de Chile (rms), el cambio climático implica diferentes impactos que se suman a la continua expansión urbana y a cambios en los patrones de uso del suelo, los cuales a su vez acrecientan las amenazas hidroclimáticas, como las inundaciones y el calor extremo. En general, estos cambios tendrán notables consecuencias para la vulnerabilidad residencial. Especialmente las familias de bajos recursos y los asentamientos ilegales en grandes ciudades con crecimiento acelerado suelen ser los más vulnerables, debido a una mayor exposición y a una limitada capacidad de respuesta. Este artículo contrasta posiciones teóricas sobre las dimensiones socioeconómicas, físico-constructivas y urbano-rurales de la vulnerabilidad con evidencias empíricas, para entender quiénes son los más afectados por las inundaciones y el calor extremo en la rms. Como muestran los resultados del estudio, las posiciones teóricas no se reflejan en los análisis cuantitativos. This article describes the origin and development of local political culture in the La Florida commune (Lo Cañas neighborhood), located in the foothills of the Andes, on the edge of Santiago, Chile. It presents an ethnography of la Red, a civil association created in 2006 to 'protect' the foothills from real estate development. First, this work analyses how nature's destruction is experienced as a threat to the way of life and utopian project of residents and Red members. The construction of the neighborhood is intimately related to the configuration of this political project. Different ideals of what the environment means were studied in order to analyze the construction of, and the engagement with, this space. Through this case study, we consider two different utopias: the community project as a common savoir-vivre in the precordillera and, later, the creation of a civil-political project aimed at producing political changes and maintaining a way of life. RésuméCet article décrit l'origine et le développement de la culture politique locale dans la commune de La Florida (Lo quartier Cañas), situé dans les piedmonts de la Cordillère des Andes, sur le bord de Santiago, au Chili. Il présente une ethnographie de la Red, une association civile créée en 2006 pour «protéger» les piedmonts de développement immobilier. Tout d'abord, ce travail analyse la façon dont la destruction de la nature est vécue comme une menace pour le mode de vie et le projet utopique des résidents et des membres de Red. La construction du quartier est intimement liée à la configuration de ce projet politique. Pour analyser la construction de, et l'engagement avec, cet espace j'explore les différents «sens» de l'environnement. Grâce à cette étude de cas, nous considérons deux utopies différents: le projet de la communauté comme un savoirvivre commun dans la précordillère et, plus tard, la création d'un projet civil-politique visant à la production des changements politiques et le maintien d'un mode de vie.
