Social Protection in Contexts of Fragility and Forced Displacement: Introduction to a Special Issue

Abstract: Effective social protection is increasingly as essential to supporting affected populations in situations of protracted instability and displacement. Despite the growing use of social protection in these settings, there is comparatively little rigorous research on what works, for whom, and why. This special issue contributes by adding seven high-quality studies that raise substantially our understanding of the role of social protection in fragile contexts and in settings of forced displacement and migration. “…The role of social transfers to provide consumption support to households who cannot meet their subsistence needs has been extensively studied ( Barrientos and Hulme, 2016 ; World Bank, 2018 ; Hidrobo et al, 2018 ). Shocks studied include macroeconomic shocks ( Galasso and Ravallion, 2004 ), refugee and protracted crisis ( Bruck et al, 2019 ; Valli et al, 2019 ), and natural disasters ( Skoufias, 2003 ). Another strand of the literature focuses on the response to supply shocks, such as food shortages, famines and droughts ( Sen, 1986 ; Gilligan and Hoddinott, 2007 ; Aker et al, 2011 ; Asfaw et al, 2017 ).…”

“…Evidence on the impact and effectiveness of humanitarian and development support in conflict-affected settings is also increasing in the past years, but has mainly focuses on the impacts of cash or food transfers (Altındag & O'Connell, 2023;Bedoya et al, 2019;Kurdi, 2021;Schwab, 2019;Salti et al, 2022;Tranchent et al, 2019;Tusiime et al, 2013) rather than on complex agricultural interventions (Brück & d'Errico, 2019). Moreover, impacts on welfare and behaviour are often assumed rather than tested and quantified, and systematic learning for programme design and modalities is rare (Martin-Shields & Stojetz, 2019;Brück et al, 2019b). We are aware of only a handful of studies of food security interventions based on credible counterfactuals in conflict-affected settings, none of them from Syria (Aurino et al, 2019;Brück et al, 2019c;Ecker et al, 2019;Schwab 2019;Tranchant et al, 2019;Vallet et al, 2021).…”

“…in-kind food provision, vouchers, cash, or mixtures of these modalities) and of programme design and implementation on nutrition status. [14,18] The two reviews that focused on nutrition highlight this dearth of evidence and the need for further research across the spectrum of nutrition in emergencies. [19,20] This includes the application of cash based interventions to the prevention of malnutrition in PLW, which is a common use of both cash and vouchers but of which there have been few studies to determine their comparative effectiveness.…”
