The sustainable development of power construction projects (PCPs) is of great significance in solving the issue of high carbon emissions in the power industry. However, the profit-seeking nature of stakeholders’ strategic choices and other conflicts have seriously hindered this process. This study constructs a tripartite game evolution model for the government, grid companies and the public, and determines the factors and range of values that affect the behavioral and strategic choices of stakeholders based on the literature analysis method and case study method. Numerical simulations are conducted with the help of MATLAB R2021a software to explore the changes in decision-making behavior of stakeholders and system stabilization strategies in different stages of the industry life cycle and the influencing mechanisms. The results show that in the initial stage, the government lays the foundation for the development of PCPs through policy guidance under the government-led mechanism. As PCPs move into the development stage, stakeholders’ benefits increase, creating a collaborative participation situation. As PCPs mature, the role of market guidance comes to the fore, and the interventionist role of government diminishes to a guardian role. In terms of sensitivity analysis of relevant parameters, low government rewards and penalties are not conducive to the adoption of low-carbon sustainable construction programs by power grid companies. The public influences the sustainable behavior of the government and power grid companies through public opinion. In addition, reasonable cost inputs from all stakeholders are critical to effectively promote the steady growth of PCPs. Based on the results, a sustainable development promotion mechanism for PCPs is constructed based on multiple dimensions, with a view to providing decision-making services for stakeholders and thus contributing to the sustainable development of PCPs.

La aplicación de la Norma de Carácter General 461, en las memorias anuales publicadas desde 2023, ha significado un aumento significativo en la información revelada por las empresas supervisadas por la Comisión para el Mercado Financiero en Chile. Dicho aumento se evidencia en la entrega obligatoria de información sobre sostenibilidad, considerando aspectos ambientales, sociales y de gobernanza, lo que muchas empresas estaban publicando de manera voluntaria basados, preferentemente, en los estándares GRI. Este estudio examina una muestra de 66 empresas que publicaron sus memorias integradas 2022 según los lineamientos de la NCG 461. Se utilizó un enfoque descriptivo para analizar la implementación de los indicadores de sostenibilidad basados en industrias dispuestos en los estándares SASB y exigidos por la NCG 461; de forma complementaria, se identifican las principales características en la composición del directorio de las empresas de la muestra. Los resultados muestran un predominio de empresas que declaran participar solo en una industria. La industria con mayor elección corresponde a “Compañías Eléctricas y Generadores Eléctricos”, con 9 empresas, se observó un grupo de empresas que utilizan complementariamente el estándar GRI en la elaboración de información sobre sostenibilidad. Además, se apreció una baja presencia de mujeres en los directorios de las empresas de la muestra.

Reducing greenhouse gas (GHG) emissions is one of the main challenges to stopping climate change; in particular, the building sector acts as one of the main emitters. In response, governments have been developing nationally determined contributions (NDCs) and roadmaps to establish measures to achieve net-zero emissions. One of the main barriers to implementing these measures, particularly in the building sector, underlays in stakeholder integration. Through social network analysis (SNA) concepts, this research explores the roles of the actors whose participation is required in decarbonizing the Colombian building sector. These stakeholders engage in enabling categories (e.g., policy, finance, technology, and capacity development) required to achieve net-zero emissions, according to the goals proposed by the Colombian Green Building Council (CGBC). For the network analysis, we employ the results of semi-structured interviews led by the CGBC within the framework of the Zero Carbon Building Accelerator (ZCBA) project. Findings show highly interconnected networks characterized by redundant connections among actors. Three types of actors are identified within each enabler network: prominent actors with high centrality values, in charge of coordinating most of the actions required to achieve net-zero emissions; second-level actors limited to specific roles in policy-making processes; and perimeter actors focused on a few particular actions.
