Social‐ecological reflexivity of extractive industry governance? The case of the Extractive Industries Transparency Initiative in Indonesia

Abstract: The Extractive Industries Transparency Initiative (EITI) sets standards to improve the governance of extractive industries and thereby stimulate sustainable development. Member countries implement this standard through a multi‐stakeholder group (MSG) which facilitates deliberation between government, civil society and business representatives. This deliberation could enable what we call ‘social‐ecological reflexivity’: the ability to reconfigure oneself in response to critical reflection on one's performance i… Show more

“…This finding is in line with previous empirical results, namely, among others, [9], [12] In the long term, green financing resolutions have a support obligation for economic sustainability, especially international trade [35]. Export marketing activities that are not supported by the reconstruction of the use of natural resources and are only limited to economic benefits, on the contrary, cause scarcity due to exploitation without thinking about resilience and sustainability in the future [34]. The relationship between green financing resolution in the short-term can control green investment to reduce unhealthy export.…”

On the other hand, Indonesia's economic approach is still classified as an extractive and short-term economy [34]. That is, economic activity does not pay attention to the quality of natural resources and the environment, so this has an impact on the scarcity of natural resources.…”

“…Reflexivity is facilitated by: 1) deliberative processes involving actors from different levels of governance, with different knowledge, experiences, and the capacity to seriously consider alternatives for understanding the problem, along with multiple approaches to potential solutions; and 2) the ability to review cognitive and normative beliefs and reconsider institutional arrangements and practices, as well as the values and assumptions that underpin them (Dryzek and Pickering, 2018;Feindt and Weinland, 2018). Including ecological reflexivity in governance schemes means understanding and managing the links between institutional change and socioenvironmental systems (Yanuardi et al 2022). Ultimately, ecological reflexivity aims to overcome the human-nature dichotomy and incorporate the "complexities and systemic interdependencies that define the dynamic world of the Anthropocene" into environmental policy (Biermann, 2021).…”
