Language skills are central to refugee integration and the availability of language courses could thus be a limiting factor. We explore how the most important provider of language courses in Germany, adult education centers (VHS), adapted their course supply to the refugee wave of 2015/2016. Our results highlight two channels through which the local environment can affect opportunities for participation in adult learning: First, exploiting the quasi-random allocation of refugees to counties, we causally estimate by how much VHS scaled up their German language course (DAF) supply as a reaction. Moreover, we show that DAF courses were created almost exclusively at the cost of other courses, that is, by crowding out. Second, we uncover heterogeneities in scaling success. VHS with more prior DAF course experience and larger VHS adapted better, which shows the relevance of initial conditions in course offers.

"Even foreseeable, the migration wave of 2015 did confuse Europe profoundly. For long time one argued on “push and pull” or on implantation in the demographic transition as the backgrounds of immigration. Moreover, an enforced and constant immigration was claimed for the Central European countries in order to assure the life standard. On the other side, it was impossible to develop standards for migration and flight- beyond the Geneva Convention. In parallel to that, the weight of the “informal” part of production and trade was widely neglected on the official as on the academic level. Thus, a – time wise – tight connected economic system of drug trade/traffic and the transport of migrants or refugees developed since the 1990s. By now, it is interwoven with the various terror-groups, militias or officials too. Both parts of that well-organised system see Europe as their main destination, but Africa is systematically developed as a future market for drugs too. It is clear, that the civil population is suffering most in all the regions. Maps for five time slices – the 1960s, the 1970s, the 1990s, 2015, and 2018 will present the different interconnections of drug traffic and migration/flight. They show the traditional system of migration and flight up to the 1990s, when the international drug traffic interconnected with the various terror groups and shaped a new economic system. The initiatives of the European Union to stop or channelize migration and future chances for the region will have to cope with them. “…Irrespective of the growing importance of digital technology in our daily lives, with new ongoing advancements in artificial intelligence, as well as other virtual realities, etc., promising potential benefits for older adults (Francis et al, 2019;Gill-Clavel et al, 2022), they are also at risk of being digitally excluded (Adam et al, 2019;Ekoh et al, 2021;Xie et al, 2020). This is notably worse for older migrants who are distanced from their loved ones because of migration (Adam et al, 2019;Correa-Velez et al, 2013;Warnes & Williams, 2006;Tinghög, 2010), and thus should enjoy the connection opportunities provided by digital technology but find themselves at the wrong side of the 'digital divide'. The intersection of age, language, level of education, socialeconomic status, culture, familiarity, and understanding of technology disproportionately affect older refugees' adoption of digital technology, leading to digital exclusion (Bianco et al, 2010;Lin et al, 2020).…”

Although, scholarly reports show that some older adults utilise digital technology to enhance their well-being, a significant number of older adults are digitally alienated. This is complicated for older immigrants and refugees, whose situations present a peculiar challenge, requiring digital technology for improved quality of life. Hence, this scoping review seeks to understand the impact of digital technology on the well-being of older immigrants and refugees. Arksey & O’Malley’s five-stage framework will guide the review. The following databases: Social Work Abstract, Social Service Abstracts, Abstracts of Social Gerontology, International Bibliography of the Social Sciences (IBSS), etc., will be searched. Citations from the databases will be exported to Zotero to eliminate duplicate articles. These citations will be subjected to two screening levels. For the first screening, citations will be exported from Zotero to Rayyan QCRI© for title and abstract review. After that, all the authors will conduct full-text reviews of all articles included. The Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension for Scoping Reviews (PRISMA-ScR) will be utilised in describing and documenting the inclusion and exclusion process. This scoping review will engender an improved understanding of the implications of digital technology on the well-being of older immigrants.
