Economic damages, which are influenced by diverse natural disasters, have had quite an impact in Korea. Civil engineers in the country have played a major role in managing floods accompanied by typhoons. This study aims to improve the role of Korean civil engineers in natural disaster management. Comparative perspective was used as the major methodology. Civil engineers' dominance-oriented management was compared to coordination-oriented management through four variables, namely civil engineering employees, civil engineering researchers, civil engineering businessmen and other professionals. The key finding is that Korea has to change its civil engineers' dominance-oriented management into coordination-oriented management. Similarly, other nations may apply the lessons learned from Korea to their cases via the social impact of disaster, trust relations, participatory approach, various networks, emergency plans, training and exercises and the value of equity. The Public Value of Reducing the Incidence of Oil Spill Accidents in Korean Rivers

Oil spill accidents involving cars or boats for transport in rivers can contaminate drinking water sources. During the past ten years, an annual average of forty-six cases of oil spill accidents have occurred in Korean rivers. Because of this, the Korean government is seeking to reduce the incidence of oil spill accidents in rivers by half. This article aims to evaluate the public value of the reduction. Household willingness to pay (WTP) for the reduction was investigated, applying the contingent valuation approach. A survey of 1000 households was carried out in Korea. The data on the WTP were gathered using a dichotomous choice question and analyzed employing the spike model. The mean WTP estimate is obtained as KRW 6188 (USD 5.28) per household per annum, which is statistically meaningful. The total public value expanded to the population amounts to KRW 120.8 billion (USD 103.0 million) per year. The information can be utilized in policy-making and decision-making about the reduction of the incidence of oil spill accidents in rivers by half.

Estimating the economic damages from the Penglai 19-3 oil spill to the Yantai fisheries in the Bohai Sea of northeast China

a b s t r a c tThe Penglai 19-3 oil spill was one of the worst pollution incidents to occur along the Chinese coastline in terms of both the size of the spill and the area polluted with 840 square kilometers of previously clean coastal waters significantly degraded. The current study estimated economic damages from the spill in two economic sectors, the Yantai fishery and the Yantai mariculture business. Estimates revealed that the ecological damage to fisheries and mariculture affected local crustacean species, shellfish, algae, sea cucumbers and sea urchins much more seriously than the adult fish, partly because fish are very mobile and partly because of the submarine nature of the PL19-3 spill. Toxic oil floating on the sea surface created less of a threat to fish, when comparing them with benthos and algae. Therefore, the economic losses were mainly caused by a reduction in the productivity of crustaceans, shellfish, algae, sea cucumbers and sea urchins, totaling as much as 1 CNY1239.5 million for 63,044 t in weight. Together with the loss in the fishing sector (i.e., CNY16.85 million), the total economic losses were about CNY12.56 billion.
