Kota cerdas atau smart city di Indonesia dapat ditelusuri sejak diterbitkannya Instruksi Presiden Nomor 3 tahun 2003 tentang Kebijakan dan Strategi Nasional Pengembangan E-Government, sebagai salah satu penanda kebijakan smart governance. Secara resmi Gerakan Menuju 100 Smart City yang dicanangkan tahun ABSTRAK Kota cerdas atau smart city merupakan suatu keniscayaan dalam dunia dengan perkembangan teknologi yang pesat dan diiringi beragam tantangan perkotaan. Penerapan kota cerdas dapat menjadi sangat teknis dan mekanistik, sedemikian rupa sehingga kota cerdas kehilangan peran esensialnya sebagai wadah penghidupan warga. Perhatian ini tercermin pada kritik utama (Hollands, 2008;Krivy, 2016; Cardullo & Kitchin, 2018;) terhadap karakter kota cerdas yang teknokratis, tidak setara, dan kurang berpusat pada warga. Mengingat sebagian besar kritik tersebut berasal dari penelitian kota cerdas di negara lain, maka menarik untuk menelaah aspek warga cerdas di Indonesia, terutama karena kota pintar telah diterapkan pada lebih dari seratus kota dalam satu dekade. Untuk itu makalah ini mengeksplorasi keberadaan kanal partisipasi digital warga di Medan, Jakarta dan Surabaya, serta posisinya dalam Jenjang Partisipasi Warga klasik dari Arnstein (1969) dan Jenjang Partisipasi dalam Teknologi Sipil terkini dari Offenhuber (2015). Dari analisis diketahui bahwa jenjang partisipasi tertinggi adalah Kemitraan dalam bentuk Hackathon di Jakarta. Penempatan (Placation) merupakan jenjang tertinggi kedua yang ditemukan di Medan, Surabaya, dan Jakarta melalui forum Musyawarah Perencanaan Pembangunan atau Musrenbang. Temuan ini beserta keterkaitannya dengan aspek smart governance dan smart people memberikan gambaran tentang signifikansi warga dalam multidimensi pengembangan kota cerdas Indonesia.

Sustainable city is a city that designed by considering the impact on the environment, inhabited by population with a number and behavior that requires minimal support for energy, water and food from the outside, and produces less CO2, gas, air and water pollution. Moreover the national government envisions Indonesia2030which shallimplement the smart city towards sustainable development.Especially in Sleman Regency, the government is committed to make Sleman Regency as a Smart Regency in 2021. It could be shown in the vision of Sleman Regency which is The realization of a more prosperous Sleman community, Independent, Cultured and Integratede-governmentsystem to the Smart Regency in 2021”. This paper would like to analyze how the Sleman Regency implement the Smart city concept, and does the smart city concept can achive the sustainability city. The research uses the qualitative approach with in-deepth interview in examining the data, also the literature review. The result in this study reveals the following: firstly, from 2016-2019 Sleman regency has several applications to support the smart city implementation such as One Data of UMKM, Home Creative Sleman, Lapor Sleman app, Sleman Smart app, online tax app, e-patient, sleman emergency service, and Sleman smart room. Second, there are many elements in smart cities that are very important for smart government, smart life, smart economy, smart society, and smart environment. However, in supporting to support the realization of smart cities, not all aspects must be implemented properly to achieve a managed city, components related to smart environment cannot be implemented properly in Sleman Regency. There are still many problems regarding environmental problems such as the development of the construction of hotels and apartments that do not heed the environment, incrasing the populations, the limitations of green open space.

In the digital era, technological advances are always evolving as well as urban problems in a city. A smart city is an implementation in dealing with urban problems by providing public services. This public service is also related to one of the uses of applications that are integrated with ICT in public services. Smart cities also have various types of applications that can be used to provide services to the community. The progress of the internet of things and big data analysis has become the infrastructure in implementing smart city applications. This study aims to classify 25 cities that implement smart cities based on smart applications used using a systematic literature review method. With this research, researchers are expected to be able to identify the types of smart city applications that are classified in each city.
