The strategic goal of city management is to ensure its sustainable development which requires a balance of rare resources. From the operational perspective, namely projects implementing sustainable development, the balance refers to human resources. They can be classified into the public or private sector and their cooperation is known as Public–Private Partnership (PPP). Building on the concept of sustainable development and stakeholder theory, the research develops a conceptual framework of stakeholder analysis in PPP projects. More generally, the research aims to contribute to a theoretical understanding of the determinants of sustainable city development and PPP success factors. The research claims that the PPP procurement is consistent with sustainable urban development and the PPP model, accompanied by the stakeholder theory, requires evaluation which balances diverse stakeholders’ interests along the triple bottom of sustainable development. The conceptual framework combines stakeholder attributes of preferred benefits and power and urgency. It includes a time and scope perspective. The research has a descriptive but also a normative character as the framework could be helpful to understand and engage stakeholders in sustainable urban development. The developed framework can be considered for the future construction of a model that can be implemented and tested. This theoretical research is based on a literature survey, applying methods of critical analysis and construction. The innovative approach of the research is based on integrated application of already known concepts of sustainable development, stakeholder theory, and Public–Private Partnership, which are all necessary to create a new approach to management of city development consistent with the known facts.

Głównym celem pracy jest opis i ocena wdrażania koncepcji slow city w małych miastach, położonych w strefach oddziaływania dużych miast. Podmiotem badań są dwa miasta: Murowana Goślina w aglomeracji poznańskiej (Polska) i Schneverdingen w obszarze metropolitalnym Hamburga (Niemcy). Analizie poddano zasoby lokalne obu miast, takie jak: walory środowiska przyrodniczego, dziedzictwo kulturowe, funkcje gospodarcze, infrastruktura społeczna i turystyczna oraz polityki miejskie związane z uzyskaniem certyfikatu członkostwa w organizacji międzynarodowej, jaką jest sieć Cittaslow. Stwierdzono szereg podobieństw wymienionych zasobów przy jednoczesnym ich różnym wykorzystaniu jako czynników rozwoju lokalnego. Na podstawie wyników badań społecznych (wywiady z przedstawicielami władz lokalnych i ankieta wśród mieszkańców) wykazano, że w procesie wdrażania idei slow city kluczową rolę odgrywają elementy kapitału społecznego, w tym wiedza i determinacja władz lokalnych oraz świadomość i zaangażowanie mieszkańców.

SummarySubject and purpose of work: The goal of the article is to characterize the “slow city” model, its assumptions, conditions and effects of its implementation in Polish conditions. It also aims to present intelligent solutions in using own resources of small cities.Materials and methods: The article was based on the study and synthesis of Polish and foreign literature and a review of strategic documents of Polish cities belonging to Cittaslow.Results: The article fills the existing gap in the area of contemporary strategies for the development of small towns. It describes the “slow city” model, on the basis of which small cities belonging to the Cittaslow city network are developing. Intelligent solutions in the use of endogenous own resources of small cities are also presented.Conclusions: The analysis carried out made it possible to state that the “slow city” model is useful in the development of small towns. It guarantees optimal and intelligent use of endogenous resources of a small town. However, the review of the strategic documents of the cities of “slow city” shows that these cities affect, like most small cities, negative socio-economic phenomena.
