South Baltic Sea Region (SBSR) is one of the EU cross-border regions that due to the patchy development patterns qualifies for EU financial support reinforcing innovation capacity and promoting collaborative and competitive mindset. Historically shaped by international collaboration patterns across the Baltic Sea, the SBSR turns into maritime or blue EU region. Being an integral part of the Baltic Sea Region (BSR) that has developed as role model for sustainable, green and smart region in the recent years, SBSR experiences increasing pace of change and the urge for sustainable transition. This creates a real conundrum for appropriate regional action. In this light, in the frame of the "InterMarE South Baltic"a part-financed EU INTERREG project the researchers set out to contribute to situational improvement by developing tailor-made cooperative and region-wide Marketing and Banding Strategy for regional SMEs of all Blue Economy sectors. Baltic Sea Region represents one of the most innovative areas within Europe with dominating SME sector. In order to keep the region and their product developments competitive it is necessary to safeguard access to high-tech labs including test services. This can be realized only through regional networks of universities – business cooperation. The European Union started the project “Test-4-SME” in 2017 to investigate and promote laboratory networks for testing and assessment of electronic products developed by SMEs from BSR. In a BSR wide online survey, the project consortium identified existing gaps in the regional supply of open laboratories together with shortcomings in services, expertise or test equipment, which is needed by SMEs for electronic product or devices testing. The authors take place in the “Test-4-SME” project, conducted the survey and analysed the regional demand together with the availability of labs for SME sector in the BSR. The study focusses on the research question in which BSR regions there exist already university-business networks of open labs for SME and to which extent the offered services meet the regional demand. Therefore, an approach of a gap analysis is used, which is based on primary data gathered in a BSR wide survey together with expert interviews. The results of the study are discussed in the context of the existing literature and recommendations for future improvements are highlighted.

The Baltic Sea Region (BSR) stands for a flagship maritime region in Europe with dominating SME sector. Nevertheless, compared with other European regions, the cooperation and promotion activities of companies that belong to the Blue Economy in South Baltic Sea Region (SBSR) are not sufficient. As a response to this, the EU-project INTERMARE South Baltic aims to support the maritime economy in the SBSR by the creation of a network of companies and stakeholders.In line with the project, this study aims to analyse the future potential of the maritime economy and to identify trends that impact the sustainable development of the blue sector in SBSR. Based on primary data from a SBSR wide survey, descriptive statistical analysis is applied and Compound Annual Growth Rate is used as an indicator. The findings reveal need for actions regarding the sub-sectors Transport, Offshore oil & gas, Aquaculture, Fishery, Mineral resources and Biotechnology.
