“…General statistical measurements of small states encompass the size of the territory, population size, gross domestic product, and military expenditure, thus referring to a separate group of states that are not great powers and that lack power in quantitative sense (Wivel et al, 2016). This aspect can be complemented with the characteristic of limited capacity of political, economic, and administrative systems (Baldacchino and Wivel, 2020).
