Small NGOs and Agenda-Setting in Global Conservation Governance: The Case of Pangolin Conservation

Abstract: The study of global environmental governance suggests that agenda-setting power is concentrated in a handful of high-profile, leading nongovernmental organizations (NGOs). The recent rise of interest in pangolin conservation constitutes a deviant case in this theoretical tradition. In order to explain the puzzle, I introduce a new theory of small NGO influence and illustrate the mechanisms through the case study of pangolin conservation. “…Haas and Haas (1995, 277) explain how “Organizations that learned were ruled by a dominant coalition whose members were in agreement on the main principles of world order” (see also: Ingebritsen, 2002; Tobin, 2017; and Kopra, 2020). Aside from such state-based coalitions, the literature has emphasized the influence of nongovernmental organizations acting as norm entrepreneurs in these processes (Park, 2005; Ayling & Gunningham, 2017; Blondeel et al, 2019; Shibaike, 2022). Highly visible NGOs may influence the governance process through acting as a boundary organization, providing scientific and sociopolitical guidance to state actors 101 .…”

“…Globally, pangolins are under serious threat of extinction, mainly due to poaching, illegal trade and habitat destruction. Meanwhile, there are growing efforts and interest in saving pangolins, including from governments, academia and conservation NGOs (Heighton & Gaubert, 2021;Shibaike, 2021). The eight surviving species of pangolins comprise the most traded mammal species globally, causing their wild populations to decline at an alarming rate (Challender, Nash, & Waterman, 2020).…”
