This article considers the relevance, necessity and main directions of state support for innovative development of regional agricultural production, identifies the drivers of innovative development of agriculture, specifies the level of innovative activity, gives the characteristics of the result of innovative activity. It revealed the most important problem preventing agricultural producers from accumulating the money needed to innovate and invest in fixed capital. The problem is unstable interest rates affected by crisis phenomena: the foreign policy environment, the imposition of economic sanctions, inflation and currency volatility, epidemiological restrictions, etc. The authors analysed the actual structure of financing sources for innovations in agriculture in the Tambov region, which showed a stronger role for the federal budget. The main role is not that banks support innovation by granting loans, but that the state supports it by allocating funds from budgets at different levels. They considered the problem of state regulation of agriculture related to the seasonality of farming, as small and medium-sized enterprises are unable to generate sufficient profits to cover the cost of growing next year's crops. This confirms the urgent need to improve the areas of state support for business. To conclude, the state is interested in increasing budget allocations for the innovative development of agricultural production.

Agribusiness, as a fundamental factor in the food security of any country, requires continuous direction and support from public policy. Due to the high-risk nature of production, the agricultural sector of the economy needs a proper mechanism to minimize the costs of producers caused by both endogenous and exogenous factors. The agribusiness sector occupies a niche precisely at the core of the country's economic structure, as its ability to autonomously supply the state's population with food makes it possible to pursue a competitive pricing policy on the export and import markets. One important element of state regulation of the Russian economy is the coordination of policy with regard to the agribusiness sector. Regardless of the type of economic system in a country, absolute self-regulation by economic agents is impossible. To varying degrees, the state must intervene in economic processes to prevent crises and other serious distortions. The main content of state regulation of production in the agricultural sector is the financial and material support of agricultural producers by the state. At the same time, it is necessary to exclude the possibility of using state support to compensate for losses from inefficient production. It is, therefore, useful to highlight an important principle of state regulation, namely the economic incentives for efficient enterprises. State support must focus primarily on ensuring expanded reproduction and creating a favourable economic environment in the agricultural sector based on the economic efficiency of agricultural production.

The sheep breeding industry in Russia remains one of the most extensive among other livestock industries. The main task of the industry is to intensify production through selection work and the introduction of up-to-date equipment and technologies. Therefore, the assessment of sufficiency and the development of proposals for improving engineering and process infrastructure and the main ways of scientific research in the field of sheep breeding in order to achieve the tasks set for the industry by the government is relevant. At the same time, digitalization processes in animal husbandry are underway, which can become a good basis for modernization in the industry. Farmers and households remain the main producers of wool and meat. There is a positive experience of introducing new processes for keeping and feeding them in their production and subsequent production of better quality products.
