Banjarmasin city faces almost the same problems as other big cities in the world, namely slum settlements. One of the factors in the formation of slum settlements in Banjarmasin city is urbanization. The population that continues to increase due to the flow of urbanization causes urban areas to have a very urgent problem, namely the provision of housing facilities. The high price of land in the city center and low-per capita income cause people to tend to look for settlements in suburban areas with inadequate environments and supporting facilities. This research aims to identify the conditions of slum settlements in Banjarmasin City and formulate policy priorities to improve the quality of slum settlements in Banjarmasin City. To answer all these objectives, an integrated settlement management system can be implemented. Comprehensive integration between office holders, stakeholders, and residents will produce a draft policy and slum management scenario. In addition, the policy for sustainable management of slum settlements in Banjarmasin City is also designed using the AHP (Analytical Hierarchy Process) approach. The slum settlements in Banjarmasin city are generally caused by geographical location, where most of them are river and swamp areas. Slums are getting worse because of the bad sanitation system. Ecological factor is the main priority factor in improving the quality of slum settlements. This is because if the slum area is able to maintain its ecology, it will be able to overcome disturbances or pressure, maintain or regain its function and shape. Based on AHP analysis, it is also known that the policy priority in improving the quality of slum settlements is by redevelopment. This effort is the rearrangement of part or all of the area for the purpose of managing the slum settlements in Banjarmasin city.

Urbanisasi berlebih, pemadatan maksimal, dan ketidakberdayaan masyarakat miskin perkotaan dalam mengakses kegiatan ekonomi berdampak pada perkembangan permukiman kumuh. Studi ini bertujuan untuk: (a) Menganalisis urbanisasi berlebih dan pemadatan maksimal bekerja sebagai determinan perkembangan permukiman kumuh di Kota Makassar; dan (b) Menganalisis pengaruh langsung dan tidak langsung sistem aktivitas kota, perubahan tata guna lahan, hirarkhi pemenuhan kebutuhan terhadap perkembangan permukiman kumuh dan penurunan kualitas lingkungan Kota Makassar. Metode penelitian yang digunakan adalah desain sequential explanatory, yaitu pendekatan kuantitatif dan kualitatif secara berurutan. Data diperoleh melalui observasi, wawancara mendalam, survei, dan dokumentasi. Hasil penelitian menunjukkan bahwa urbanisasi berlebih dan ketidakmampuan masyarakat miskin dalam mengakses sumberdaya ekonomi menyebabkan permukiman kumuh berkembang pada daerah yang wajib dilindungi. Selanjutnya, sistem aktivitas kota, perubahan tata guna lahan, dan hirarki pemenuhan kebutuhan berpengaruh signifikan terhadap perkembangan permukiman kumuh. Pengaruh langsung perkembangan permukiman kumuh terhadap penurunan kualitas lingkungan 66,09%. Studi ini merekomendasikan pengambilan keputusan dan kebijakan pembangunan Kota Makassar ke arah penanganan permukiman kumuh yang berorientasi pada prinsip inklusif, aman, berketahanan bencana, dan berkelanjutan.

“…Furthermore, the obtained data showed that these areas were inhabited by urban poor people with several characteristics such as: poor sanitation, fire hazard, minimum housing conditions, urban crime, environmental degradation and scarcity of facilities and infrastructure. However, the number of dwellings was characterized by the lack of sanitation and public services, inadequate construction conditions and irregular land tenure, at very high rates (Pedro and Queiroz, 2019). The statistics showed 2,275 poor individuals lived in slums around the business center within the Sub-District and the developing business center positively correlates with the existence of formal settlements, built by developers, consisting of medium to very luxurious buildings.…”

Urban development studies are oriented towards the development of business centers, relating to poverty, marginality, community powerlessness and the emergence of urban slums. This study, therefore, aims to examine and analyze shanty town management, based on socio-economic empowerment using qualitative and quantitative approach. Furthermore, data was obtained through observation, surveys and documentation and the results indicated that business-oriented development has a direct impact on the expansion of informal activities and slums. However, important findings showed development policies emphasizes capital owners and ignores marginal and poor urban communities, therefore, triggering the emergence of favelas in protected areas which fosters the progress of the informal sector.
