The port cities of Trieste, Rijeka, and Koper all lie in the northern Adriatic, although in three different countries: Italy, Croatia, and Slovenia. The greatest advantage of this port city region is its geostrategic location: it connects Western Europe with the Danube region, the Balkans, Eastern Europe, and Asia Minor. This location is also the greatest threat to the region’s stability, for countries, cities, and ports are always struggling for political and economic dominance. This article first defines approaches to urban resilience and various forms of capacity and vulnerability. It then identifies the key factors in the three cities’ resilience or lack of it over two thousand years. Finally, it shows how these notions are visible in the more recent past and present of each port city.

Abstract. This article examines the problem of preserving the local architectural heritage of the town of Piran against of flooding. It presents an overview of the materials and techniques used in traditional construction in Piran and in the Sečovlje salt pans as well as it constitutes a review of the state of the flooding situation in these two places. The gap between what is done on the ground and the needs of the place have their source in the poor management of such emergency situations and the possible erroneous choice of techniques and materials used for the restauration of the infrastructure or buildings. The main conclusion is that, beyond crisis management, flood risks need to be considered in a holistic way, respecting the ancient knowledge or techniques and materials of construction, and including different stakeholders in order to better anticipate, organize and preserve the local and architectural heritage for future generations.

Svetovna obalna območja, ki so po opredelitvi Programa Združenih narodov za okolje UNEP (United Nations Environment Programme 2006) na kopnem omejena s črto, ki je od obalne črte oddaljena 100 km ali ne presega 100 m nadmorske višine, obsegajo le 4 % celotne površine Zemlje, a kljub svoji majhnosti zagotavljajo vrsto ekosistemskih storitev z okoljsko, gospodarsko, družbeno, s kulturno in z rekreacijsko vrednostjo (Ramieri idr. 2011). Zaradi naraščanja števila prebivalcev, urbanizacije in drugih človekovih dejavnosti v obalnem pasu je v preteklem stoletju prišlo do sprememb obalnih procesov, kar je povzročilo tudi upad omenjenih ekosistemskih storitev (De Serio idr. 2018). Na te še dodatno vplivajo podnebne spremembe, ki povečujejo ranljivost že tako zelo ranljivih območij (Ramieri idr. 2011). Večina obalnih območij po svetu se namreč že so oča z dvigovanjem morske gladine, ki ga povzročajo podnebne spremembe. Rekonstrukcije srednje gladine svetovnega morja, ki temeljijo na podatkih mareografov, kažejo, da se je morska gladina od leta 1900 do leta 2020 dvignila za 21 cm, s povprečno hitrostjo 1,7 mm na leto, medtem ko je bil v obdobju 2006-2018 zabeležen pospešen dvig morske gladine s hitrostjo 3,7 mm na leto (European Environment Agency 2022). Na lokalne spremembe morske gladine pa vplivajo še drugi dejavniki in je stanje lahko opazno drugačno od svetovnega.
