Project implementations normally fail due to sustainable development problems that inhibit the usage levels required to facilitate successful implementations. This paper explores the successful implementation from a Bangladesh perspective. In particular, it identifies the possible applications of Blockchain in project procurement and management, and it develops a guideline for incorporating Blockchain into project management to improve the existing project and the procurement management practices in developing countries. This is a qualitative study with an interpretivist research methodology. By adopting an interpretive approach, this study construes knowledge as that only gained through social constructions, such as language, shared meanings, documents, industry reports, reviews of academic papers, and tools; it is a changing and relative phenomenon. This study reveals that developing countries are suffering in terms of the development of projects, including poor project management, a lack of transparency, poor procurement management, etc. A total of 38 issues were identified through this study, which are the main barriers to the successful implementation of public sector projects. One of the main reasons is due to the practice of awarding the lowest bidder during the procurement process due to the current regulatory requirements. This paper found that the Oracle platform, built on Blockchain technology as a cloud-computing platform, is one of the prominent E-procurement platforms that provides both the Blockchain platform and the cloud-based applications. Therefore, after observing and analysing the platform, it is found that Blockchain technology has the capability to resolve 25 issues out of 38 identified issues.

Nowadays, the IoT ecosystem is evolving rapidly, with multiple heterogeneous sources producing high volumes of data and processes transforming this data into meaningful or "smart" information . These volumes of data, including IoT data, need to be stored in repositories that can host raw, unprocessed, relational and non-relational types of data, such as Data Lakes. Due to the weakness of metadata management, security & access control is one of the main challenges of Big Data storage architectures as Data Lakes can be replaced without oversight of the contents. Recently, the Blockchain technology has been introduced as an effective solution to build trust between different entities, where trust is either nonexistent or unproven, and to address security and privacy concerns. In this paper we introduce DLMetaChain, an extended Data Lake metadata mechanism that consists of data from heterogeneous data sources which interact with IoT data. The extended mechanism mainly focuses on developing an architecture to ensure that the data in the Data Lake is not modified or altered by taking into advantage the capabilities of the Blockchain.

The 21st century is considered to be “The Century of Cities”. By the end of this century, over 80% of the global population is expected to be living in urban areas. To become smart, a city should develop an approach of services that will focus mainly on citizens to be the primary beneficiaries of the services offered by a Smart City. In this work, we present through a survey of 545 participants, the citizens’ perception about the smart city concept and reveal the Greek and Cypriot citizens’ level of knowledge regards to a Smart City’s actions, applications, and elements. The final results of this study revealed several interesting outcomes. Firstly, this study showed that Cypriot citizens seem to know better what a “Smart City” is compared to Greek citizens, secondly, the study revealed that a large number of participants do not believe that any efforts have been made in their city in order to become “smart” and finally, regards to the most important challenges for the development of a smart city, the survey disclose that the cooperation of the private and public sector is the biggest challenge that needs to be tackled so as citizens can move towards a “smarter” future.
