Simulation and Evaluation for the Emergency Management under the Situation of Fatal Disaster

Abstract: It is difficult to get a feasible emergency plan when the uncertainty emergency event occurs. One of the main reasons is that there is no a well decision-making system to support it. Simulation method has many advantages, such as no constraining to the space and time, safety, low cost and so on. In this article the emergency simulation orient to the processing of the emergency event is researched. The main work includes as follows: first, analyze the factors of the emergency plan in the process of the action. … Show more

“…However, in contrast to many business processes, rescue processes cannot be planned and modeled completely in advance since catastrophic events can only be anticipated at most partly and usually have singular characteristics [2]. To support the resilience of social infrastructures, one of the most important characteristics of any rescue process is its flexibility to adapt to changing situations and new information ( [3], [4]). …”

“…16 Simulation and other models are being used for emergency management, as documented by Tao et al, 17 and to simulate natural disasters. 18 Simulation is also being used for aspects of health-care modeling, including the management of Emergency Medical Services (EMSs) 19 and triage simulation. 20 Besides the underlying infrastructure for simulation and interoperability, it is important to have a good mechanism for modeling.…”

“…This type of simulation has become more important since the events of September 11, 2001 [27]. Simulation and other models are being used for Emergency Management as documented in [28] and to simulate natural disasters [29]. DEVS simulation is also being used for aspects of health-care modelling including the management of EMS services [30] and triage simulation [31].…”
