Summary Introduction Numerous challenges and barriers have emerged since changing the minimum requirement for those interested in pursuing employment as a nurse in Europe to a baccalaureate degree. To analyze the perceptions of baccalaureate nurses regarding the current status of their profession and the issues involved in implementing the prerequisite of earning a baccalaureate degree in order to practice as nurses in Bosnia and Herzegovina. Methods A series of six focus groups were undertaken with 49 baccalaureate nurses employed in primary health care centers and regional hospitals. The focus groups were recorded and transcribed verbatim. Data collected were analyzed using conventional content analysis approach. Results Baccalaureate nurses report dissatisfaction with their level of autonomy and anxiety over their limited career opportunities. They expressed concern over difficult working conditions, inadequate financial compensation, and ongoing resistance by physicians as the primary barriers to implementing advanced nursing education and professional reform. The global image of the nursing profession is negative. Conclusion The perception is that revising the legal framework regarding nursing qualifications, duties, and standards will result in reform necessary to positively affect the during profession. Progress toward implementing reform of the nursing profession is negligible. Addressing barriers such as work environment, lack of job classification, fair payment, autonomy, and interdisciplinary collaboration toward the competences of baccalaureate nurse is essential if successful reform is to occur.

La profesión de Enfermería en Chile se vio afectada por los hechos ocurridos en la sociedad chilena desde la Constitución de 1980 y la modificación del Código Sanitario en 1981, a través del Decreto Ley 3621. La construcción de la definición de Enfermería introducida al Código Sanitario chileno en el año 1997 proporcionó el respaldo legal a la función social de la enfermera, reconociendo a su vez a Enfermería como una profesión autónoma. Objetivo: Analizar cómo se gestó la construcción de la definición de Enfermería que se introdujo en el Código Sanitario chileno, en su artículo Nº 113. Método: Estudio de abordaje socio-histórico, a través del testimonio de dos enfermeras que fueron actores relevantes en la construcción de la definición de Enfermería. Las entrevistas fueron analizadas a través del análisis de discurso. Resultados: Se expone una reflexión crítica realizada por enfermeras visionarias para lograr obtener una definición de Enfermería, que reconoce legalmente a la profesión en su función social, principalmente en el cuidado de la salud de las personas. Conclusión: Este hecho histórico que legitimó la función social de la enfermera significó un proceso reivindicativo al mandato social de la labor de la enfermera y constituyó un hito sociopolítico, sin embargo, a más de veinte años aparecen nuevos desafíos en el área de la salud y cuidado de las personas, cobrando valor continuar con la autorregulación para consolidar su autonomía e identidad profesional.

Individuals seeking refuge in host countries is a global reality. Some of these individuals are qualified nurses. If, and when, the documents pertaining to a nurse qualification are not presented to the respective authorities of a host country, the challenges for these qualified nurses to secure registration and employment as nurses are numerous and often unsurmountable. Access to higher education opportunities is similarly compromised in the absence of relevant documents. This is happening against the backdrop of a widely reported global shortage of qualified nurses, and an extensive effort and investment to address this shortage in many countries. This paper explores the feasibility and appropriateness of applying internationally recognized frameworks of competences of nurses, to processes which seek to evaluate and verify the nurse training and qualification claimed by refugee nurses. The author seeks to determine whether such frameworks of nurse competences may effectively and efficiently contribute towards initiatives which are geared towards addressing the gap in (qualification) document availability, traceability, verification and reproduction of nurse refugees. A critical consideration of a few existent initiatives is presented in view of exploring, the identification of a tool which may enable a homogenous transnational approach which is consistent across salient parameters.
