Increasing diversification, urbanization, economic restructuring, and distances, as well as declining economic dependence on forestry, are changing the characteristics of forest ownership and the conditions for environmental governance. Through an interview-based case study of Swedish forestry industrial actors, this article examined the organizational and governing aspects and implications of recent shifts by exploring the strategies and marketing/governing technologies of private/ industrial forestry organizations. With a focus on local implementation, this study shows that forest owners are largely constructed, and engaged, as consumers (rather than, for example, as timber suppliers) and are governed, partly at a distance, through specific forms of guidance, technologies, and knowledge to overcome the lack of social and physical presence in the design and interaction of sale. This stresses the need to understand the role, function, and power of the forestry organizations and sales processes in research on environmental and forest policy implementation on multiple levels.

A survey conducted in 2019 covered 544 randomly selected forest owners. More than half of the forest owners own a forest estate ranging from 1 to 4.99 ha. For 62 % of respondents, the primary purpose of forest management is to harvest wood for their own needs. In 2015%2019, 71 % of respondents carried out felling and skidding in their forests. In total, approximately 50,000 m3 of wood was felled (24 m3 /ha or 141 m3 per holding). The largest volumes were felled by private owners with small forest holdings (up to 0.99 ha), on average 41.4 m3 /ha. There were statistically significant differences between the size of the forest holding and the average volume of annual felling. Furthermore, there were no statistically significant differences in felling intensity between male and female forest owners. The survey found that professional contractors carried out 41 % of felling and harvesting. Furthermore, there were significant differences between the size of the private forest estate and the method of performing forest operations. The results showed that the largest share of private owners who carry out all felling and skidding with the help of hired contractors is in the size class of forest holdings from 5 to 9.99 ha. The study did not confirm statistically significant differences in the intensity of felling between male and female private forest owners.

The cooperation of private forest owners has been recognized in many European countries, including Slovenia, as a key forest policy instrument to support sustainable management of private forests and implement policy objectives. In Slovenia, private forest owners have the opportunity to cooperate in machinery rings (an organised form of neighbourhood assistance as an association of farmers and private forest owners) to solve forest management related problems and more efficiently use of mechanization. The aim of this study is to determine the readiness of private forest owner to perform forest management services within machinery rings and to understand how property characteristics, forest management activities and owners’ socio-demographic characteristics influence their decisions. In 2020, a survey of machinery rings members (n = 438) was conducted in which 24 machinery rings participated, representing 64,9% of the total number of machinery rings currently operating in Slovenia. The results show that only 18,3% of the machinery ring member perform forest management services within the machinery ring. A random utility model results showed that the readiness of private forest owners to perform forest management services within a machinery ring is influenced by forest property size and owners age. To motivate private forest owners to perform a forest management activity within a machinery ring more frequently, it is important to identify the profile of owners ready to perform services and provide a mix of innovative and supportive policy instruments to achieve the desired forest policy outcomes.
