(OG) is a new model that configures a public management strategy based on transparency, participation, accountability and open data, which is being increasingly assumed by governments of different levels, but also by Civil Society Organizations (CSO). However, perceptions about the term of OG are different between government and SCO actors, but are perceptions also different by gender? This research presents results of a survey administered to CSO and public officials involved in the actions of OG in the State of Jalisco, Mexico, particularly the perceptions of success based on gender are analyzed statistically. The objective of the research is to contrast the perception in four analytical dimensions associated with success: a) open government, b) transparency, c) citizen participation and d) open data. The findings show a considerable gap between the perceptions of public officials and the CSO, as well as the correlation of the success of open government based on gender.
