Transportation projects are generally large, with limited resources and highly interdependent activities. The complexities and interdependencies apparent in large transportation projects have prohibited effective application of management science and economics methods to these problems. We propose a heuristic method with several hybrid components. We formulate the problem as a Travelling Salesman Problem (TSP). A Neural Network (NN) is used to cope with the interdependency concerns. An algorithm with an iterative process is confined to search for the longest path (most benefit or most reduction in the user-time) in the NN as a solution to the TSP. The solution from each iteration step is utilised to update and train the NN and enhance its prediction. A search engine inspired by the concept of Ant Colony (AC) and hybridised with Genetic Algorithm (GA) is developed to find a suitable solution to the TSP. The hybrid heuristic method proposed in this study is applied to the real data for the city of Winnipeg in Canada to demonstrate the applicability of the proposed framework and exhibit the efficacy of the procedures and algorithms.Reference to this paper should be made as follows: Bagloee, S.A. and Tavana, M. Abstract:The BHAP (Bruce Highway Action Plan) Program Evaluation was a momentous task conducted in most part by the TMR (Transport and Main Roads) CBA (cost benefit analysis) team. The evaluation included 189 overtaking lanes, 404 km of road widening and shoulder sealing in various places between Brisbane and Cairns, 56 capacity focused projects and 16 flood immunity focused projects. The total projected capital costs of all projects proposed as part of the BHAP amounted to over 16 billion dollars. The program evaluation conducted, due to the short timeframes, lack of available data and strategic nature of the plan, has been "coined" a strategic evaluation. This paper focuses on the methodology applied to the projects proposed in the BHAP. A TMR designed project/program evaluation model (CARP (Concise Analysis of Road Programs) V1.0) was used to evaluate the majority of the proposed BHAP projects. The model produces streams of discounted benefits and costs of the projects and program using limited and incomplete data. The large scale of work and the close proximity of projects allowed for an integrated approach to the analysis, which considered the impact projects have on each other. The result of the program, if all evaluated projects are included, is a BCR (benefit cost ratio) of approximately 0.71 at a discount rate of 7%. If the less viable projects are removed from the program, the program can obtain a benefit cost ratio of greater than 1 with a sufficiently large number of projects remaining.

Construction projects are often associated with partial or full road closures, which result in user costs and community disruptions in terms of reduced business productivity. A number of studies have addressed the problem of scheduling construction projects based on a variety of stakeholder objectives. Yet still, there seems to exist a few gaps regarding (1) possible tradeoffs between road user cost reduction and business cost reduction associated with optimal scheduling, (2) role of the project type (rehabilitation and capacity expansion) on the solution methodology, and (3) lack of solution algorithm to address the problem complexity by deriving the optimal solution. In addressing these gaps, this article adopts a novel approach for developing an optimal project schedule for multiple road projects within a construction horizon. The goal is to minimize the overall cost of the projects to road users and adjacent businesses over the construction horizon. The project scheduling problem is formulated as a mixed-integer nonlinear program. We solve the problem using a local decomposition method. The methodology is demonstrated using the Sioux Falls city network with two project types: capacity expansion and rehabilitation. The results of the numerical experiment suggest that (1) the solution algorithm converges to optimal solution in finite iterations and (2) a network-wide scheduling of urban road projects using explicit optimization can yield a significant reduction in business disruption costs while incurring a relatively smaller increase in system travel time, and overall, is superior to a schedule developed only considering the total system travel time. 650wileyonlinelibrary.com/journal/mice Comput Aided Civ Inf. 2020;35:650-667.
