Where were we?Our previous book Corruption in the Global Era (Pasculli and Ryder, 2019a) aimed at improving our understanding of the global causes, means, forms of perpetration and effects of corruption through an interdisciplinary dialogue between academics and practitioners, taking advantage also of the partnership between the Financial Crime Research Network (FCRN) at the University of the West of England and the Global Integrity Research Network (GIRN) at the Centre for Financial and Corporate Integrity (CFCI) of Coventry University. This volume complements those studies by focusing on global and local regulatory responses to corruption. It is not a handbook or a commentary, but a research book aimed at advancing the still limited assessment of the effectiveness of anti-corruption laws (cf. Isenring, Chapter 14) and enriching the scarce British literature on corruption and financial crime (cf. Ryder, 2018a: p. 247). Many of the authors are practitioners and the approach is still interdisciplinary: different fields of the law (criminal law, tax law, European law, corporate law, competition law), as well as issues in ethics, criminology, restorative justice, governance and political philosophy are covered. The perspective is international and comparative. The book explores not only international regulations but also their implementation in different countries, such as the United Kingdom (UK), the United States (US), Italy, Switzerland, Luxembourg, and Nigeria.This chapter brings together the findings of this book and formulates recommendations for future policies and research. One of its purposes is precisely to coordinate such findings with those of our previous research. Therefore, remands to our own works are not selfcongratulatory, but necessary to avoid reiterating arguments and references already expressed elsewhere. In the first section, we will outline the sources of the current global anti-corruption framework and their limits. In the second section, we will illustrate the shortcomings of negative anti-corruption measures, while in the third we will analyse positive measures. In the fourth section, we will articulate some recommendations. Finally, we will draw our conclusions.

On 30 January 2020 the World Health Organisation declared the outbreak of Covid-19 a “Public Health Emergency of International concern” which posed an unprecedented threat. Chief police officers recognised that quick decisions needed to be taken, working with partners to ensure public safety and to help contain the spread of the virus. The National Police Chiefs’ Council (NPCC) assumed the lead for the national policing response, using an enhanced cross portfolio command structure named Operation Talla.The work described in this report was commissioned by the NPCC and conducted by the Dawes Centre for Future Crime at UCL, in consultation with Op Talla, to understand the effects of the pandemic on the policing response and future impacts. Here, we report the findings of the (Delphi) study, the aims of which were to elicit expert opinion from a wide range of UK law enforcement agency stakeholders (LEAs) to understand their perspectives about the police response to the pandemic, how the pandemic affected policing, what worked well and should continue, how the pandemic affected crime, and how crime mightchange as a consequence of other future drivers of changes (e.g. climate change, Brexit andtechnological change).

Psychological aspects of studying corruption in foreign scientific studios

The article examines scientific approaches and contexts of studying corruption as one of the most important psychological, social, economic and political problems. The article aims to determine the psychological contexts of the study of corruption as a complex multi-layered social phenomenon in foreign scientific studies; identifying its unexplored psychological variables in order to create conditions for the further development of programs for the prevention of corruption acts. The main areas of scientific analysis were: the perception of social norms and morality in the context of corrupt human behaviour, the influence of cultural beliefs and value systems, cross-cultural and gender specifics of corruption, etc. It is noted that not all societies perceive corruption in the same way. The ambiguity of the evidence of the classical interaction of power and corruption has been revealed. While some studies have indicated that involvement in power increases corrupt behaviour, others have shown that an individual's perception of power is important. It was established that perceived norms and moral costs are the main factors of a person's intention to engage in corruption-related behaviour. The perception that people around us are behaving dishonestly contributes to the further strengthening of such behaviour. Certain personality traits associated with corrupt behaviour have been identified. In particular, psychopathy, narcissism, machiavellianism, extraversion, extrinsic motivation, and low life satisfaction and self-esteem contribute to corruption. Regarding the gender of the participants, the results of the studies were mixed. It is emphasized the need to focus on situations and not on participants involved in petty corruption when forming anti-corruption measures. Rather than wishing for "more honest" officials or favouring stricter controls and fines or higher wages as solutions to corruption, the analytical results point to the importance of reducing the number of situations in which corruption is most likely to turn into corruption.
