The process of improving the residential areas in Latvia’s cities and their visual and aesthetic quality at the beginning of the 21st century is very slow. Legislation, lack of professionals in institutions, bureaucratic burden of decision-making and other factors create an unnecessary hierarchy. The current instability of the country’s economic and political situation contributes to an imbalance in the psycho-emotional state of society. The permissiveness of society and the desire of citizens to park their cars closer to their front doors are negative features. The construction of multi-storey garages and removing vehicles from courtyards are not a priority for city authorities. The courtyards of apartment blocks built in Latvia in the 1950s–1970s were planned in the post-war years when the number of cars was minimal. The only space in the courtyards was for footpaths, a small play area and a sports field. The rest of the courtyard was lawn and tree planting to provide easy access for emergency vehicles. More than half a century has passed, and today’s task is not easy, as the trees have grown to a great height and are forming shade. In turn, footpaths have lost the purpose to which they led many decades ago. As the political system collapses, the format of living space must change. A new generation is emerging with a new demand for quality. The socio-political and national economic fluctuations are far from easy to stop in the 21st century. There is an apparent lack of cooperation in several planning processes that would ensure the visual and functional quality of urban space at different levels. Latvia’s cities are currently on the path of developing new residential open spaces. Therefore, the study looks at several examples of residential neighbourhoods in Helsinki, Finland, and compares them with residential neighbourhoods in Jelgava, Latvia.

With the increasing density and cost of living in cities in the early 21st century, more and more people are choosing to live in rural areas. With improvements in road quality, vehicle technology and engineering infrastructure, the population of rural areas within 10–15 km outside of cities is increasing, choosing the most scenic locations. This is also the case of the Lielupe river countryside, where not only old homesteads are being renovated but also new housing clusters with their own infrastructure are being created, bringing a new architectonic and aesthetic quality. This is particularly true in areas where both a cultural and historic area and a picturesque natural base coexist. The study examines the processes of landscape transformation of the Lielupe riverbanks downstream of Bauska and upstream of Jelgava. The landscape of the banks of the Lielupe river between Bauska and Jelgava is rich in cultural and historical buildings. Part of it was lost both during the Bermondt affair period and in September 1944 when the Russian army forced its way into the shallower parts of the Lielupe. With the growth of low-rise buildings along the banks of the Lielupe in the early 21st century, new viewpoints, features and dominants were introduced, marking a new architectural character of the buildings. The silhouette of a particular historic site, which sharply marks this dissonance in the plain area, is fading away. At the beginning of the 21st century, the development pressure is creating a new scale for the mosaic landscape of the plain with the changing character of the Lielupe river – from a steep bank with exposed dolomite layers to the flow of the river through the floodplain meadows.

Jelgava, as the former capital of the Duchy of Kurzeme and the times of the province, was vividly characterized by a strong German environment, which made a financially strong contribution to the city's economic prosperity. The urban construction period of the city from the beginning of the 19th century marks 4 distinct periods: wooden settlements and buildings until the first half of the 19th century, masonry structures until 40s of the 20th century; implementation of standardised projects (large reinforced concrete panel buildings) from the 50s to the 80s of the 20th century; trends for free-planning construction in the shift of 20th / 21st centuries. The aim of the research is to evaluate the transformation processes of Katolu and Pasta streets in Jelgava urban planning space within the last century. Research assignments: comparing the change in the height, scale and structure of the historical pre-war and post-war buildings of Pasta and Katolu streets; changes in dominants of the St. John's [Sv. Jāņa] church; synthesis of preserved historical buildings in post-war settlement and construction.
