Future-oriented technology analysis methods can play a significant role in enabling early warning signal detection and pro-active policy action which will help to better prepare policy-and decision-makers in today's complex and inter-dependent environments. This paper analyses the use of different horizon scanning approaches and methods as applied in the Scanning for Emerging Science and Technology Issues project. A comparative analysis is provided as well as a brief evaluation the needs of policy-makers if they are to identify areas in which policy needs to be formulated. This paper suggests that the selection of the best scanning approaches and methods is subject to contextual and content issues. At the same time, there are certain issues which characterise horizon scanning processes, methods and results that should be kept in mind by both practitioners and policy-makers.

Starting from a perspective of democratic politics, this essay argues that the problem lies not in any "unjustified" politicization of risk controversies; quite to the contrary, it lies in their depoliticization or their capture in a postpolitical consensus. To this end, the prevailing storylines in public discourse on risk controversies are shown to be based on invalid assumptions regarding nature and science and on exclusionary mechanisms. In response, the risk conflicts perspective is put forward as an analytical framework, which allows us to evaluate mediated public discourse on the extent to which democratic debate and citizenship are facilitated. For the fields of science and environment communication, this entails a shift in emphasis from a focus on the epistemic level to the level of the political. We conclude by discussing the potential transformative impacts of this perspective for academic research, public discourse, as well as the directly involved social actors, in relation to the controversies in question.

Cet article vise à contribuer à la sociologie des organisations patronales, en croisant les apports des travaux qui leur ont récemment été consacrés en France avec ceux qui ont étudié, notamment dans le domaine des Science and Technology Studies, le travail de lobbying et de relations publiques qu'accomplissent les industriels pour nier ou minimiser les dangers de leurs activités ou de leurs produits pour la santé ou l'environnement. À partir d'une étude centrée sur le Comité des salines de France, une organisation repré-sentant les producteurs industriels de sel français, nous examinons les stratégies que les acteurs industriels mobilisent pour défendre leur réputation et celle de leurs produits lorsque l'innocuité de ceux-ci est mise en cause. Cela nous conduit à montrer l'existence d'un répertoire d'action commun à ces acteurs, à la fois transsectoriel et transnational.
