Concept and Methodology for the Development of Digital Platform for Operational Planning Production Planning at the Machine-Building Enterprise
Введение. Описаны характерные особенности современных машиностроительных предприятий, порождающие высокую динамику производства. Показано, что в настоящее время в теории производственного менеджмента не разработан единый подход к оперативному управлению динамичным разнотипным производством, предусматривающий наличие инструментов ведения расчетов для производств всех типов на единой методологической основе. Доказано, что единый подход к оперативному управлению позволяет получить точные и полные данные о деятельности предприятия сегодня и в долгосрочной перспективе. Предложены базовые факторы единого подхода: универсальная модель оперативного управления разнотипным динамичным производством; единая методология планирования, учёта, контроля и регулирования производства; интеграция функций, уровней управления и периодов планирования. Раскрыта сущность и дана структура ключевых элементов универсальной системы оперативного управления динамичным разнотипным производством - динамического план-графика выпуска изделий на долгосрочный период; динамического план-графика выпуска деталей на долгосрочный период; очереди выполнения технологических операций на текущий момент времени. Предложена ядро структуры цифровой платформы для оперативного планирования производства на машиностроительном предприятии. Разработана цифровая модель формирования оптимального оперативного задания производственному участку с учетом комплектности незавершённого производства, максимальной загрузки производственных мощностей и рационального использования материальных ресурсов. Методы исследования. Единый подход к оперативному управлению динамичным разнотипным производством на машиностроительном предприятии в условиях цифровой экономики базируется на исследованиях зарубежных и отечественных ученых в области теории производственного менеджмента. Базой для исследования являются теория систем, теория управления производственными системами, теория принятия решений. Для решения проблемы использованы общенаучные методы исследования (анализ, синтез, наблюдение, сравнение, эксперимент, моделирование, обобщение, формализация); базовые подходы производственного менеджмента (стратегический, функциональный, процессный, ситуационный, интегративный, динамический). Результаты исследования. Впервые разработаны концепция и методология формирования цифровой платформы для оперативного планирования динамичного разнотипного многономенклатурного производства на машиностроительном предприятии в условиях цифровой экономики. Предложена структура цифровой платформы, включающая три взаимосвязанных сегмента: операционное ядро, состоящее из ключевых цифровых двойников для оперативного планирования производственных процессов; цифровые двойники нормативных и оперативных данных; участники реализации данной цифровой платформы. Принципиально важным моментом исследования являются разработка алгоритмов построения ключевых элементов универсальной системы оперативного управления динамичным разнотипным производство и цифровой модели формирования оптимального оперативного производственного задания в режиме реального времени. Основные положения настоящего исследования внедрены на крупном машиностроительном заводе с разнотипным динамичным многономенклатурным производством. Заключение. Впервые для цифровой трансформации машиностроительных предприятий разработаны концепция и методология создания цифровой платформы оперативного планирования динамичного разнотипного производства. Представленная цифровая платформа является технологическим ресурсом повышения конкурентоспособности машиностроительных предприятий. В основе цифровой платформы оперативного планирования производства лежит цифровая оптимизационная модель формирования оперативного производственного задания исполнителям в режиме реального времени. Внедрение цифровой платформы оперативного планирования динамичного разнотипного производства в реальных заводских условиях на крупном машиностроительном заводе показало ее эффективность, а именно, обеспечивает непрерывный бизнес-процесс, повышение производительности, рост производства. Проведенное исследование является одним из важнейших методологических вкладов в теорию менеджмента, без которого не возможна цифровая трансформация машиностроительной отрасли. Annotation. The characteristic features of modern machine-building enterprises that generate high production dynamics are described. It is shown that at present, in the theory of production management, a unified approach to the operational management of dynamic, diverse production has not been developed, providing for the availability of calculation tools for production of all types on a unified methodological basis. It has been proven that a unified approach to operational management makes it possible to obtain accurate and complete data on the activities of the enterprise today and in the long term. The basic factors of a unified approach are proposed: a universal model of operational management of diverse dynamic production; unified methodology for planning, accounting, control and regulation of production; integration of functions, management levels and planning periods. The essence is revealed and the structure of the key elements of a universal system of operational management of dynamic heterogeneous production is given - a dynamic production schedule for a long-term period; dynamic schedule for the production of parts for a long-term period; queues for performing technological operations at the current time. The core structure of a digital platform for operational planning of production at a machine-building enterprise is proposed. A digital model has been developed for the formation of an optimal operational task for a production site, taking into account the completeness of work in progress, maximum utilization of production capacity and rational use of material resources. Research methods. A unified approach to the operational management of dynamic, diverse production at a machine-building enterprise in the digital economy is based on the research of foreign and domestic scientists in the field of production management theory. The basis for the research is systems theory, production systems management theory, and decision-making theory. To solve the problem, general scientific research methods are used (analysis, synthesis, observation, comparison, experiment, modeling, generalization, formalization); basic approaches to production management (strategic, functional, process, situational, integrative, dynamic). Research results. For the first time, a concept and methodology for the formation of a digital platform for operational planning of dynamic, diverse, multi-product production at a machine-building enterprise in a digital economy have been developed. A digital platform structure has been proposed, including three interconnected segments: an operational core consisting of key digital twins for operational planning of production processes; digital twins of regulatory and operational data; participants in the implementation of this digital platform. A fundamentally important aspect of the research is the development of algorithms for constructing key elements of a universal operational management system for dynamic, diverse production and a digital model for the formation of an optimal operational production task in real time. The main provisions of this study were implemented at a large machine-building plant with different types of dynamic multiproduct production. Conclusion. For the first time, for the digital transformation of machine-building enterprises, a concept and methodology for creating a digital platform for operational planning of dynamic heterogeneous production have been developed. The presented digital platform is a technological resource for increasing the competitiveness of machine-building enterprises. The digital platform for operational production planning is based on a digital optimization model for generating operational production tasks for performers in real time. The introduction of a digital platform for operational planning of dynamic, diverse production in real factory conditions at a large engineering plant has shown its effectiveness, namely, it ensures a continuous business process, increased productivity, and increased production. The conducted research is one of the most important methodological contributions to management theory, without which the digital transformation of the engineering industry is not possible.

A Unified Approach to Operational and Strategic Management of a Machine-Building Enterprise Under Dynamic Production Conditions
Введение. Описаны характеристики деятельности современных машиностроительных предприя- тий, обусловливающие высокую степень динамики производства. Доказано, что до настоящего вре- мени в теории производственного менеджмента не разработан единый подход к оперативному и стратегическому управлению машиностроительным предприятием в условиях динамичного произ- водства, предполагающий создание инструментов формирования оперативных планов и стратеги- ческих программ предприятия на единой методологической основе. Показано, что единый подход к оперативному и стратегическому управлению машиностроительными предприятиями позволяет разработать стратегию развития на основе точных и полных данных, отображающих их деятель- ность сегодня и в долгосрочной перспективе. Предложены инструменты моделирования динамич- ных производственных и ресурсных процессов на машиностроительных предприятиях на протяже- нии долгосрочного периода для получения точных данных для формирования производственного по- тенциала предприятия. В качестве инструментов формализации производственных и ресурсных процессов указаны динамические план-графики на долгосрочный период, включенные в производ- ственную систему и являющиеся элементами оперативного и стратегического управления машино- строительными предприятиями. Методы исследования. Единый подход к оперативному и стратегическому управлению машино- строительными предприятиями в условиях динамичного производства базируется на исследованиях отечественных ученых по развитию теории и методологии производственного менеджмента. Базой для исследования являются теория систем, теория управления организационными системами, тео- рия принятия решений. Для решения проблемы были применены общенаучные методы (системный анализ, системный синтез, дифференциация, интеграция, обобщение, аналогия); базовые подходы производственного менеджмента (стратегический, функциональный, процессный, ситуационный, динамический); моделирование производственных и ресурсных процессов; принятие управленческих решений. Результаты исследования. Впервые предложен подход, позволяющий формировать стратегию промышленных предприятий на основе точных характеристик производственных и ресурсных про- цессов на долгосрочный период. Разработан единый механизм управления оперативной и стратеги- ческой деятельностью промышленных предприятий с разнотипным динамичным производством. Предложен инструментарий формализации производственных и ресурсных процессов для формиро- вания производственного потенциала промышленного предприятия. Основные положения настоя- щего исследования апробированы в реальных заводских условиях на крупном машиностроительном заводе с разнотипным динамичным многономенклатурным производством. Заключение. Впервые разработана новая концепции стратегического управления машиностроительными предприятиями в условиях динамичного производства. Предложена модель формирования стратегических программ и стратегии машиностроительного предприятия в условиях разнотипного динамичного производства. Разработаны методические основы формирования производственно- го потенциала предприятия на основе актуальных и точных сведений о производстве, ресурсах, за- пасах и затратах, полученных на основе моделирования процессов на долгосрочный период. Introduction. The paper describes the characteristics of modern machine-building enterprises' activity, which cause a high degree of production dynamics. It is proved that up to the present time the theory of production management has not developed a unified approach to operational and strategic management of machine- building enterprise in the conditions of dynamic production, which implies the creation of tools for the formation of operational plans and strategic programs of the enterprise on a common methodological basis. It is shown that a unified approach to the operational and strategic management of machine-building enterprises allows to work out a development strategy on the basis of accurate and complete data reflecting their activities today and in the long term. The tools for modeling dynamic production and resource processes at machine-building enterprises over a long-term period to obtain accurate data for the formation of production potential of the enterprise are proposed. As tools for formalization of production and resource processes the dynamic plan-schedules for a long-term period, included in the production system and being elements of operational and strategic management of machine-building enterprises, are specified. Research methods. The unified approach to the operational and strategic management of machine-building enterprises in the conditions of dynamic production is based on the researches of domestic scientists on the development of the theory and methodology of production management. The basis for the research is the theory of systems, the theory of management of organizational systems, the theory of decision-making. To solve the problem we applied general scientific methods (system analysis, system synthesis, differentiation, integration, generalization, analogy); basic approaches of production management (strategic, functional, process, situational, dynamic); modeling of production and resource processes; management decisionmaking. Research results. For the first time the approach allowing to form the strategy of industrial enterprises on the basis of accurate characteristics of production and resource processes for a long-term period was proposed. The unified mechanism of management of operational and strategic activities of industrial enterprises with different types of dynamic production is developed. The toolkit of formalization of production and resource processes for the formation of production potential of industrial enterprise is proposed. The main provisions of the present study are tested in real factory conditions at a large machine-building plant with different-type dynamic multinomain production. Conclusion. A new concept of strategic management of machine-building enterprises in the conditions of dynamic production has been developed for the first time. The model of formation of strategic programs and strategy of machine-building enterprise in conditions of different-type dynamic production is offered. The methodical bases of formation of production potential of the enterprise on the basis of actual and accurate information about production, resources, stocks and costs, obtained on the basis of modeling processes for a long-term period are developed.
