Scenario Analysis of Initial Water-Rights Allocation to Improve Regional Water Productivities

Abstract: In this study, an initial water-rights allocation (IWRA) model is proposed for adjusting the traditional initial water-rights empowerment model based on previous water intake permits, with the aim of improving the productivity of water resources under population growth and economic development. A stochastic scenario with Laplace criterion mixed fuzzy programming (SSLF) is developed into an IWRA model to deal with multiple uncertainties and complexities, which includes dynamic water demand, changing water polic… Show more

“…Regarding water rights trading, researchers have studied water rights trading mechanisms [31], the third-party effect of water rights trading [22], games [18] and bargaining [32] among water users, and water trading models [33]. The prerequisite for the smooth implementation of water rights trading is that water users are satisfied with and execute the initial water rights allocation schemes made by water administrative authorities [15,34]. When water users are not satisfied with the scheme and, thus, cannot willingly participate in the water allocation, they may not execute it [35], and conflicts may occur among water users [6], even without water rights trading.…”

“…At first, meet the domestic water needs of urban and rural residents, followed by industrial water with high water efficiency, followed by basic ecological water, and finally consider the demand for agricultural water. Based on multiple uncertainties and complexities such as dynamic water demand, adjusted water rights trading, and decision-makers' precise risk attitudes, it is the future trend to establish a stochastic correlation chance multi-objective programming model (Li et al 2019;Lin et al 2005;Wang et al 2005).…”
