Saying “Yes,”“No,” and “Load Me Up” to Guns in America

Abstract: Debate over gun control and gun rights has energized but not explained the seesaw nature of national gun policy making. Punctuated equilibrium theory (PET) aids in understanding that process, the gun policies it produces, and the roles of the ideologically opposed coalitions that are their sources. Gun ownership remains closely related to public preferences about gun policy, and the size of the gun-owning population has begun to diminish. In this analysis, the authors find that rifle and shotgun ownership resp… Show more

“…Over the last several decades, there has been a movement toward the liberalization of gun control policy in the United States. This trend is particularly noteworthy, given that gun ownership has declined slightly in the United States since the 1980s (Hepburn, Miller, Azrael, & Hemenway, 2007; Patten, Thomas, & Wada, 2013; True & Utter, 2002), while the number of firearms per household has increased (Saad, 2012; True & Utter, 2002). Nonetheless, a large number of state legislatures have sought to relax the legal requirements governing the carrying of concealed firearms in public settings.…”

“…In the biological sense this would commonly be associated with some form of catastrophe, which promotes natural selection of certain individuals. When punctuated change occurs within policy‐making systems, these permanently alter prevailing power arrangements in dominant policy monopolies (Baumgartner and Jones, 1991, 1993; Howlett, 1997; True, 2002). Within organizational research such shock events may be figuratively be on the scale of a natural disaster such as a meteor strike.…”

“…This theory holds that policy monopolies are stable over long periods and they usually change in response to sharp, short‐term exogenous shock to the policy system (Baumgartner & Jones, 1991, 1993; Jones, Baumgartner, & True, 1998). Worsham added to punctuated equilibrium theory by noting that competitive coalitions can challenge dominant policy coalitions or monopolies with varying effects on the degree of dominance by the policy monopoly (True & Utter, 2002; Worsham, 1998).…”
