Safety is part of quality: a proposal for a continuum in performance measurement

Abstract: Traditional performance measures continue to assist hospitals in identifying crucial aspects of safety in the delivery of care. Building on the findings of a previous study, there are emerging trends in the type of measures used in hospitals in Asia, Europe and the USA pursuing the improvement of overall performance. The increasing use of patient-level data specifically, in tandem with organizational level indicators, may signal the continuum of measurement strategies, now still predominantly in the USA but an… Show more

“…Our results reinforce the conceptualisation of safety as one dimension of quality, a finding that is in line with other recent studies. 10 The inter-relation of strategies lends support to the use of a QI maturity index that combines several strategies and facilitates a comprehensive assessment and evaluation of the development of QI in hospitals. The positive association between hospitals’ scores on the maturity index and their results for hospital outputs provided additional support in this direction.…”

“…Conversely, other research describes quality and patient safety as separate and distinct issues (Pronovost, Nolan, Zeger, Miller, & Rubin, 2004). The debate about the possible distinction between safety and quality began after the publication of the first IOM report (Kazandjian, Wicker, Matthes, & Ogunbo, 2008). A later IOM (2001) report describes the relationship between patient safety and quality in that patient safety is one dimension of quality.…”

“…Any kind of evidence to support implementation in specific departments or set up of an EBM center, etc. Quality Indicator Systems Quality Indicator System is a performance measurement system that represents a system of analyses and control support based on system analysis of the environment and process taking place therein; definition of accurate and standardized methods of data collection and measurement; definition of key indicators; and providing feedback information to participants [ 43 ], and participants can use it to compare their performance with peers and initiate following QI activitiescc Hospital joins the TQIP (IQIP in Taiwan) with evidence of reporting acute care, long-term care or psychiatric care indicators [ 45 ]. Hospital joins the THIS with evidence of reporting ambulatory, inpatient, emergency, ICU, patient safety indicators [ 46 ].…”
