Russia’s Far North-East capital cities: Can shrinking cities be centers of development?

Abstract: Subject. This article discusses the development of cities that are the capitals of the Magadan Oblast and the Chukotka Autonomous Okrug, namely, Magadan and Anadyr, respectively.
