This paper aims to clarify the impact of the credit for the expenditure of poor households in Vietnam. We have used Difference in Difference (DID) methods to estimate the panel data from Vietnam Living Standard Survey (VLSS) for the period of 2010-2012. The results showed that the credit has a positive influence to the average expenditure of the poor households, whether in formal credit or informal credit. However, informal credit is still a very important source of credit for poor households in Vietnam because it increases expenditure of poor households higher than formal credit. In addition, research also found significant effects of some factors such as regional, ethnicity, education level, household size to expenditures. JEL Classifications: C33, H81, P36, H31

Poverty in rural-urban transitional area has distinct characteristics from those in urban or ABSTRAKKemiskinan di kawasan transisi perdesaan ke perkotaan memiliki beberapa karakteristik yang berbeda dengan kemiskinan di perkotaan ataupun perdesaan. Fenomena ini juga terjadi di Kabupaten Sragen sebagai bagian dari kawasan peri-urban Solo Raya. Analisis deskriptif yang didasarkan pada penilaian kemiskinan partisipatif digunakan pada penelitian ini untuk memahami kondisi rumah tangga (RT) miskin pada kawasan transisi. Serangkaian pertanyaan diberikan kepada 100 RT miskin pada kawasan aglomerasi Sragen. Hasil penelitian menunjukkan bahwa 29 RT miskin menilai bahwa mereka memiliki penghidupan yang lebih baik dibandingkan dengan sepuluh tahun lalu, walaupun beberapa perubahan ini tidak berjalan seperti yang diharapkan. Ketidakmerataan distribusi dan perbedaan aksesibilitas di antara kelompok masyarakat terhadap akses kepada fasilitas perkotaan teridentifikasi sebagai persoalan umum, beserta rendahnya standar prasarana perkotaan di beberapa lingkungan permukiman mendorong memerlukan adanya perbaikan. Information and communication technology (ICT) has emerged as a tool that can enhance fl exible learning pathways. ICT has the potential to increase equitable access to quality learning, which is essential for skills development. Skills are required in technology-related nonfarm activities so as to improve livelihoods and achieve sustainable rural transformation. However, slow pace of the developing countries to utilize the benefi ts of the ongoing technological revolution in the North has resulted in the 'digital divide'. Besides, it is still problematic to implement ICT programmes for educational development. The current and future challenges of providing ICT-based learning desperately call for the reengineering of education to move out of the formal structure of teaching and learning, towards building a more practical and realistic approach. By means of a literature review, this paper examines and discusses why it is important to provide inclusive, quality ICT-based learning, particularly in the rural areas of Asia and sub-Saharan Africa (SSA). It recommends that diverse ICT-based solutions be adopted to promote skills development and training within non-formal and informal settings. More comparative studies are also required to understand the impact of ICT-based learning in rural areas.
