It is unacceptable to leave productive land idle. Improve soils for productive use with reclamation investments in irrigation and drainage, application of fertilizers, and improvement of meadows and pastures. Promote soil fertility by applying conservation principles, such as crop rotation to restore nutrients to the soil, afforestation to preserve soil and protect downstream water quality, and terracing and other conservation measures to combat water and wind erosion. Apply rational methods of cultivation: improved seed production, the use of the most productive seed varieties, improved plant placement schemes, compliance with the optimal timing of agricultural work, and use of best technologies to fight plant diseases, pests, and weeds. Adopt the most efficient organizational methods: improve land use by taking into account market conditions, deepen specialization, use progressive forms of organization and remuneration, and improve all forms of management. …”

On the positive side, private farm operations emerged, the state monopoly on agricultural land was abolished, and incentives were created for the rural population to buy or lease their own plots of land, to remain in rural areas, and to increase the production potential of rural areas.…”
