Router Aided Congestion Avoidance with Scalable Performance Signaling

Abstract: Abstract. This paper justifies using explicit performance signaling in support of congestion control by means of a simple yet efficient scheme called "Congestion Avoidance with Distributed Proportional Control (CADPC)". It thereby contradicts a common belief that no additional forward traffic should be sent by such mechanisms.
