COVID-19 has changed universities in managing processes and services with more relevant systems. This is a challenge for universities to design strategies both during and after this pandemic ends. This study aims to apply the methodology and design principles of COBIT 2019 to adapt the operational model and strategic planning of higher education institutions in the post-pandemic period. The COVID-19 challenge has shown that digital information systems are a critical factor in ensuring robust business processes. This study uses Syarif Hidayatullah State Islamic University Jakarta as a case study, the results of calculation of institutional capability level are currently in the range of level 3 with desired capability level target being level 4, this means that governance in the agency has been carried out according to plan but is not ready to implement fully used after the pandemic. This research produces several that are useful as the best adaptation in the New Normal era.

In the pursuit of strategic and economic goals, risk management has become indispensable for organizations. Information technologies hold a central position in organizational operations, necessitating adaptable information systems that can effectively navigate associated risks. While numerous standards and frameworks are dedicated to Enterprise Risk Management (ERM), Information Technology Risk Management (ITRM) is addressed less frequently. Within this domain, COBIT 5 emerges as a notable guide, offering audit and governance principles tailored to ITRM. Nevertheless, COBIT 5, alongside other benchmarks, is observed to lack comprehensive, structured guidelines that support an integrated approach. This paper introduces a proposed roadmap and its supporting information system, drawing upon the foundations laid by ISO 31000, COSO ERM, and COBIT 5. The roadmap is designed to address the dearth of detailed frameworks in ITRM, presenting a holistic strategy that elucidates and simplifies the sequential steps and expected deliverables. The principal aim is to provide a structured methodology for the implementation of ITRM in organizations. Looking to the future, the potential application of Artificial Intelligence (AI) to further automate and refine this approach represents an intriguing avenue for research and development. The roadmap thus sets the stage for a transformative leap in ITRM, promising enhanced efficacy and strategic alignment.

An embassy is a government organization located abroad and is tasked with carrying out diplomacy towards the accredited country where the embassy is domiciled. The XYZ Embassy is located on the African continent and has an organizational structure consisting of the Ambassador and several diplomats and local staff. As is the general condition of XYZ country in all countries, the XYZ Embassy is also experiencing problems especially related to ICT, such as the XYZ Embassy's IT infrastructure is inadequate, the quality of electronic goods is not good, limited ICT resources, poor energy resources, information systems that are not yet integrated and limited ICT procurement and maintenance budgets. The aim of this research is to evaluate ICT governance at the XYZ Embassy using the COBIT 5 framework so that a capability level assessment can be carried out and a Gap Analysis can be obtained and provide recommendations for improving ICT governance at the XYZ Embassy. Some of the benefits of conducting research include assessing the condition of needs in ICT management at the XYZ Embassy, helping to measure the capability level of ICT management, and recommendations in efforts to maximize and optimize the use of ICT using COBIT 5.
