Risk Analysis of Public–Private Partnership Waste-to-Energy Incineration Projects from the Perspective of Rural Revitalization

Abstract: In China, more and more waste-to-energy (WTE) incineration plants are being delivered through public–private partnership (PPP) schemes in rural areas, which are focused on rural revitalization. These can not only deal with the ever-increasing solid waste but also provide renewable energy and thus benefit local societies. However, they usually endure a lot of risks due to long concession periods and complex contractual relationships. This research investigates the risk management of PPP WTE incineration project… Show more

“…Therefore, the need to utilize waste as feedstock in a conversion facility benefits the environment and livability (Alao et al, 2022;Salem et al, 2023) while promoting a sustainable MSWM system (Farooq et al, 2021). However, waste conversion is rewarding socially, economically and environmentally (Kalkanis et al, 2022); risk analysis to adopt a safe technology remains vital (Luo et al, 2021;Cao et al, 2022). Different energy products are derived from various feedstock based on the waste composition and waste-to-energy conversion technique, as presented in Figure 4.…”

“…The first PPP project for scientific development and logical planning of agricultural construction is determined by cooperation, rather than blind investment that led to financial loss. The project is also supported by preliminary research, which increases the investment success rate of agricultural PPP projects and increases the continuity of cooperation (Cao et al, 2022). The government's primary goal in strengthening the social capital access qualification review is to maximize the benefits of land investment, or the actual benefit to the people.…”

“…(2022) identified 94 critical barriers in Iran's water and waste-water PPP projects with top five barriers include financial-asset injection issue, inflation-rate fluctuation, decision-making weakness, imported-equipment-issue and effect of other projects' uncertain circumstances. Scholars Cao et al. (2022) discovered 36 barriers in China's PPP waste-to-energy incineration projects, then revealed the top 10 risks, i.e.…”
