Riparians versus the State in Southeast Asia

Abstract: This paper explores the relations between riparian people and states in Southeast Asia’s Mekong-region hydropower projects. These relations are contested: the main actors have been wrestling for supremacy over the hydropower projects, and the struggles are rooted in the people’s relative disempowerment.
