Revisiting the Purpose of Land Policy: Efficiency and Equity

Abstract: Land policy influences how and by whom land is used; therefore, it impacts the efficiency and equity of land use. This paper offers an economic perspective on efficiency and equity as fundamental purposes of planning and land policy. It brings a highly needed mutual understanding between planning and economics, whilst acknowledging the limitations of the theoretical concepts of efficiency and equity in their real-world applications. The paper also provides a solid ground for analysing trade-offs between effici… Show more

“…Before 2010, the BTH was generally characterized by a pattern of "high in the northeast and low in the southwest", but after 2010, it began to change and gradually shifted to a smooth transition of "core-periphery". Scholars emphasize the impact of land policies on efficiency [66]. This transformation is attributed to the 2015 BTH Collaborative Development Plan Outline, contributing to increased ULUE not only in Beijing but also in surrounding cities.…”

“…Even within the discipline of planning, the concept of efficiency is multifaceted. To develop an in-depth analysis on this general concept is therefore beyond the scope of this paper (see [12] for a recent theoretical reflexion on the concept of efficiency in planning literature). Even though, our approach requires giving clear definitions of what we intend by the two more specific concepts of spatial efficiency and socioeconomic efficiency and it is from this perspective that we are now going to depict an ideal planning system with respect to those two aspects of spatial efficiency on the one hand and socioeconomic efficiency on the other hand.…”

“…In the end, the various spatial planning processes should provide a range of options for optimizing land use that align with social, economic, political, cultural, and environmental considerations, while upholding principles of equity, effectiveness, efficiency, and sustainability [22][23][24]. Recognizing the long-term impacts of spatial planning instruments on the future development of societies, it becomes imperative to establish effective land-use optimization practices today to pave the way for the implementation of sustainable landuse management policies [25,26].…”
