Catch Composition and Selectivity of Fishing Gears in a Multi-Species Indonesian Coral Reef Fishery

There are millions of small-scale fishers worldwide that rely on coral reefs for their livelihood. Yields from many of these coral reef fisheries, however, have been declining. In Indonesia and other coral reefs worldwide, management approaches are dominated by marine protected areas but other options including gear-restrictions may be feasible and more adaptive to local ecological and social conditions. Yet, there is little data on the impacts and selectivity of fishing gears for coral reef fisheries. In this paper, we present results from a case study on the island of Lombok, where we examine the selectivity and overlap in catch composition of the two main fishing gear types: spearguns and handlines. The catch per unit effort (CPUE) was greater in handlines than spearguns, 10.8 and 9.97 kg trip −1 , respectively. The two gears targeted different fish communities with little overlap in dominant species, suggesting a partitioning of resources; handlines targeted piscivores, whereas spearguns targeted mostly herbivores. Mean trophic level was 3.6 for the handline catch and 2.8 for spearguns, where it was inversely related to CPUE. Spearguns captured more species overall and the number of species increased as the CPUE increased. Length parameters of maturity indicated that neither gear showed signs of (growth) overfishing and fishing grounds dominated by speargun fishers had catches associated with younger ages at first maturity than handlines. Our findings provide local baseline data on the potential utility of gear restrictions as a management tool. Specifically, managers could monitor reefs and reduce handlines when piscivorous fishes are low and on spearguns when species diversity is low or algal abundance is high. Should it become more desirable to implement ecosystem approaches to management that are adaptive to changing ecological and social conditions, these indicators may be used as starting points along with local management preferences of fishers.

The main problem of this research triggers by the fact that Indonesia fundamental constitutional system changed into the 1945 Constitution. The changes affected the structure and structural mechanism of state institutions. The main purpose of this study is to analyze the philosophical question of the basic root formed in the 1945 Constitution as a new constitution of Indonesia. Regarding the organization and institution of the state can be started by questioning the essence of power that is institutionalized or organized into the state. The results showed that it is also important to know how the principle of popular sovereignty is reflected in the structure and mechanisms of state and government institutions that guarantee the establishment of the legal system and the functioning of the democratic system. At the theory level in terms of state institutions, with the various state commissions, how the principle of popular sovereignty is organized into institutional functions can be patterned into state institutions that are equal and mutually balanced in forms of checks and balances. From a normative perspective, the sources of state institutional authority can be used as a reference in the structuring of state institutions by considering shifts and the development of state administration, especially with the state commissions that occurred after changes to the 1945 Constitution.

Sabang coastal bay becomes the area of significance where the development centered in the semi-enclosed area. Sabang Bay is well-known as the center of marine economy (Aquaculture, Harbor, and marine tourism). Recently, there is a planning initiated by Ministry of Marine Affairs and Fisheries (MMAF) to install the floating fish cage aquaculture (KJA) in the offshore area of Sabang Bay which the planning becomes a controversy between local people, local government, and researchers as well. This study aims to evaluate and discuss the impacts that will be happened if KJA is applied. Field surveys on hydro-oceanography aspects were done measuring currents, tides, waves, winds, bathymetry, water quality, as well as tourism condition. Based on those hydro-oceanography conditions, Sabang Bay categorized into calm water area where the sea current is weak (ranging from 0-0.12 m/s), whilst the high values of pH, salinity, and temperature are identified within the bay during low tidal condition. If KJA is installed within the bay, automatically it will pollute the water due to the accumulation of remaining fish feeder wastes. Moreover, within the bay, there are several attractive marine tourisms such as diving sites, the conservation area of Sophie Rickmers shipwreck site, and hot bubble (fumaroles hydrothermal vent). The presence of KJA will possibly disrupt marine tourism activities so that the implementation of KJA needs to be considered the impacts before installation.
