Review of Energy and Climate Plans of Baltic States: The Contribution of Renewables for Energy Production in Households

Abstract: The European Commission introduced a package of measures to accelerate the shift to low-carbon energy transition in Europe. In 2014, EU member states agreed to reduce greenhouse gas emissions by at least 40% by 2030 compared to 1990 levels. The binding greenhouse gas emission targets for Member States from 2021 to 2030 for the transport, buildings, agriculture, waste, and land-use and forestry sectors were established. EU Member States should decide on their own how to meet the agreed upon 2030 target and impl… Show more

“…In 2015, parties to the United Nations Framework Convention on Climate Change (UNFCCC) adopted an action plan to limit global warming, known as the Paris Agreement, aimed at reducing GHGs and achieving a global average temperature rise to 1.5°C above pre‐industrial levels (Kyriakopoulos et al, 2022). Under this agreement, every 5 years, each party is required to prepare, communicate, and maintain successive nationally determined contributions (NDCs) that it intends to achieve (Streimikiene et al, 2022). In the same year, the UN member countries adopted the SDGs described earlier.…”

“…Furthermore, in response to the challenges of carbon neutrality strategies, the European Commission has taken a series of measures to promote the transition to low-carbon energy in Europe, aiming to reduce greenhouse gas emissions. The significance of sustainable energy development for global progress emphasizes sustainability challenges such as greenhouse gas emissions and climate change (Streimikiene et al, 2022). This transition to sustainable energy requires the formulation of an international strategic roadmap, including technological changes such as improving energy efficiency, utilizing renewable energy, and reducing greenhouse gas emissions.…”

“…Several studies have investigated possible decarbonization pathways for the European residential sector [7][8][9][10][11][12][13][14][15]. For instance, the analysis by [12] focuses on energy efficiency investment decisions in the EU residential sector, considering the market and non-market barriers, policy instruments, and consumer behaviors.…”
