“…Crimann et al (2010) find a negative correlation between firms using Kurzarbeit and the utilization of temporary contracts, such as temporary agency work, freelancers and part-time workers. Moreover, Bellmann and Gerner (2010) find ambiguous evidence on the role of STW take-up by comparing firms which use Kurzarbeit and those which do not: on the one hand, firms which use STW have reduced employment significantly in 2009 whether adversely affected by the crisis or not, while firms which do not use STW have reduced their employment only when they suffered from the crisis. The authors conclude that "the identification of a causal effect of (...) short-time work finally, is left for future research."…”

“…In particular, it is closer to the "top-down" approach which aims to approximate the effect of macro changes on income distribution. However, in our study, the macro level output shocks are not derived from a stylized CGE-type of model but correspond directly to the observed changes per industry for the years 2008-2009. 2 Hence, we ignore longer-term changes in prices and wages which are justified in the German case since wage adjustments were not a primary channel for reducing labor costs during the downturn (Collective Agreement Archive (2009), Bellmann and Gerner, 2010). Instead we focus on short-term labor demand adjustments, which are the most immediate driver of household income losses during a labor-market downturn.…”
